It also tells them to untint the windows so everyone can see what they're wearing and who goes there. It will definitely hurt business and may make some of the girls feel "exposed" even if they're wearing bikinis. Bad ordinance and irrational. They should brick up the windows or just relocate, which is probably the idea of the ordinance -- to drive them away or out of business. Just what we need in this economy.

I'm curious how they can implement such an ordinance after the fact they these businesses have been established. Most of the current coffee shop open prior to the ordinance doesn't have to follow these rules. Wouldn't they be grandfathered in?

Grandfathering only refers to existing regulation replaced with new, more stringent regulation. There is no preceding regulation here, hence, no grandfathering.
