Horrifying Dog Abuse in OC Captured on Video
Several months ago, I drove three times to visit the Santa Ana Police Department Animal Control to report a neighbor's dog abuse. I was told my word wasn't good enough--that I needed evidence such as photographs, video--proving the abuse.
Today, I went home for lunch and found another neighbor repeatedly punching, choking and strangling her small dog in the courtyard of my condo complex.
An immediate call to a local animal cruelty organization produced only a figurative shoulder shrug and a suggestion to call the Santa Ana police.
In a call to Santa Ana police, an officer said they were too busy to listen to my report today but will "try to call" tomorrow.

For the non-wabs at home: She keeps telling the dog to "Get up, get up" in a mocking voice. Then, she says, "Oh, it doesn't hurt you?"

In June 2006, my lab was barking while we were out to dinner.... we arrived home to a note taped to our door "WE HATE YOU", and a second note from the OC Sheriff's Department and the OC Health Care Agency inside our condo stating they had conducted a welfare check in our absence. Maybe it was a slow night.....
I know it is hard to believe that some need videos and others nothing to prove wrongdoing, so, I am sending you proof via a separate email. Maybe the OC Sheriff and the OC Health Care Agency has more time to conduct welfare checks in South OC, and videos are not needed.

About a year ago, I asked the Santa Ana cops to stop my neighbor from beating his little dog with a belt and they said they wouldn't do anything until I had proved to them that it was happening. Quickly posting this disgusting footage on the internet after the cops refused to step in right away was smart because it is probably the fastest way to save that poor dog from that woman--if there is public pressure.

When I heard my dog barking in the front yard, I opened the front door and there was a well-known blond female Santa Ana Animal Control officer chasing her. She said "Is that your dog?" and I told yes and that I didn't even know she had got out (my dog was great at finding new ways to escape). Well the officer was pretty upset because she said she was chasing my dog for 45 minutes. She demanded my dog's rabies certificate. I asked her if she would give me a break because I had the flu and I was feeling horrible and I needed to lay down. She didn't care. My dog had a license and identification around her collar but that wasn't enough for the officer. I got the rabies certificate and the officer proceeded to give me a $300 plus ticket (which I got reduced in court by the way). Then another officer came and was just standing there staring at me. I asked Officer Blondie why he was there and she said she had to call for backup. OMG! I'm a good citizen, I use my blinkers even is there is nobody else around, pay my taxes, my dogs are licensed and she treated me like a bad citizen. After seeing this video, I hope and pray that Officer Blondie treats this broad worse than she treated me. Now she is a person that deserves it. And for public pressure, I wonder if some psycho out there will hit, slap, and drag her the same way she did to her dog.

Yes, it may be "a freakin animal", but you should STILL be concerned.
Why?
Because there's research--done both by law enforcement and by psychologists--showing that people who abuse/torture animals, eventually "graduate" to abusing/torturing people.
Furthermore--just in case you don't watch "Animal Cops" on Animal Planet--alot of the animals (mostly dogs), that are abused, neglected and/or tortured, usually belong to people who tend to be involved in criminal activity (e.g., drug dealing, robbery, assault, etc.).

I believe her punishment should be in scale to the beating that she gave the dog, eg: a heavy weight boxer bare handed punching her face screaming that it doesn't hurt, and stop whinning.

On Animal Planet's Animal Cops Detroit/Miami/Houston shows, reporting abuse (without video or photographs as proof) results in one of the investigators making a call. Perhaps it varies by jurisdiction? Those that have full-time cruelty investigators can take faster action?
Just horrible what happens to innocent trusting animals.

This would confirm that the dog was indeed alive and not already deceased, as some have speculated. If it is considered "humane" to put dogs to death—as many animal services agencies do—for being mangy, stray, old, or sick, then Motari's actions can hardly deserve the sort of villification he and his family have been receiving.
Motari's family in Monroe, WA have received a number of death threats, prompting police to guard their home. Real estate agent Rayane Motari, David's mother, has had her profile deleted from a website for realtors and her mobile phone number posted around the internet alongside urgings to harass the poor woman—who will likely not sell any homes this week. The amount of hardship, harassment, and inconvenience the entire Motari family is being forced to endure over this incident is entirely out of proportion to the severity of David Motari's actions.
Whether the Marines have an official or unofficial policy of killing stray dogs I don't know, but regardless of the sensationalism surrounding this story there are so many more atrocious acts by the U.S. Military that have been documented on video but have not gathered the attention of the international media.
In a sick twist, an American general public that unnecessarily indulges in all-you-can-eat ribs and other delights of the flesh seems to have less sympathy for unarmed Iraqi motorists shot dead without reason than they do for a lost sick puppy in a country that has so many stray pooches they might as well be vermin.
Motari ought not to be prosecuted, court-martialled, dishonorably discharged, or harassed—he's already suffered more than he deserves. While we don't know the circumstances behind his finding this puppy, it's clear enough that his most major mistake was to have been so "creative" as to turn a dog disposal into a video skit that would later be seen by millions."

Worse yet, what if the dog deserved it? Like it or not, this video clearly does not tell the whole story, so we should all just calm down and let the authorities look into the matter. If, of course, they've got nothing else going on.

To the people who say Scott Moxley was a coward for not stopping the woman: You are missing the point. He did the one thing that is guaranteed to stop her, save the dog from a fate worse than one single beating, and get her the help she needs. (See his update on this story for proof).
