Orange County District Attorney Tony Rackauckas announced the arrests of three medical doctors who allegedly traded their professional oaths for quick cash.

Michael Cheeluen Chan, 61, Mario Z. Rosenberg, 59, and William Wilson Hampton, 51, now face 47 felony counts and, if convicted, could go to prison for 49 years for their roles in a massive insurance fraud scheme, according to the DA's office. After their early morning arrests, all three doctors were transported to the Orange County Jail. Bail ranges from $1 million for Hampton to $2.3 million for Rosenberg.

"It is unfathomable that a doctor would treat patients as if they were bodies on a medical conveyor belt for a quick buck," Rackauckas told reporters. "Doctors need to know that if they commit insurance fraud they may be trading in their scrubs for prison jumpsuits."

The arrests are only the latest move in three-year DA investigation into a complex scheme by Unity surgery centers that attempted to swindle more than $100 million a year. A probe found that the medical clinics illegally paid cappers to find patients. Those patients underwent unnecessary surgeries that were then billed at high rates to insurance carriers.

For example, Rackauckas highlighted the activities of Dr. Rosenberg, who billed multiple insurers for 30 surgeries he claimed he performed in a single day. On another weekend, he claimed he performed 22 operations on a Saturday and 22 more on a Sunday.

"We cannot tolerate lining up people in a medical assembly line and treating human bodies like cash registers," said Rackauckas, who says he's determined to unravel more white collar crime scams. "We are just scratching the surface."

Dr. William HamptonDr. Hampton graduated from Central University of the East School of Medicine in 1980. In January 2006, the Medical Board of California cited Hampton for failing to report that he'd been arrested for a felony.


Dr. Mario RosenbergDr. Rosenberg, who has worked at Cedars-Sinai in Beverly Hills, graduated from National Autonomous University of Mexico in 1971.


Dr. Michael ChanDr. Chan graduated from Loma Linda University School of Medicine in 1974. In December 2005, the state medical board cited him for a records keeping violation.

That's excellent. Rosenberg was my doctor for about a week in 1989 or 1990 and tried to rip me off. I wrote a nastygram to Cedars (who referred me) and got my money back.

Glad to see he's on the hook now, pity it took so long.

I had Dr. Rosenberg for a doctor--I had no problems, and thought everything went fine (I underwent a colonoscopy because of cancer symptoms at a youngish age). I am shocked that this is happening to a fine doctor!

I know Dr. Chan's daughter. I was very good friends with her. I would go to her house often, and her parents were very nice. I am very shocked that something like this happened to Dr. Chan.

i knew dr. rosenberg from herbalpot personally his advice helped me loose more than 660 pounds of weight he gave me the confidence to use my mind and let me know it was safe to take air on a daily basis

his info on the drugs got me to use the drugs and i feel i owe years of extra life to the drugs and to him
i really hope he comes out of this sleep and that he can go back to being the great doc that he is.

Mario Rosenberg, M.D., has been my GI doctor for over thirty years, found my Dad's colo-rectal cancer and gave him an extra 30 years with his surgical skills, and also treats my daughter, who is in medical school. Both Dr. Rosenberg and his late partner, Roberto Chiprut, M.D., have my whole-hearted support and unwavering confidence and gratitude. There is "a little larceny" in us all - however, I do not believe for one moment that Dr. Rosenberg would do anything knowingly to destroy his career, family and/or patients. I, for one, have never had an issue with my insurance and the doctor's charges, nor do I believe that he was defrauding any major company. I DO believe that he could have unknowingly had an affiliation with unscrupulous colleges - no doctor does his own billing and most don't know the patients' referral source. Please have a hard look at Dr. Rosenberg's history in medicine - he didn't need to do anything but maintain his practice to earn a handsome living and he has the skills and compassion lacking in most. AND - he also participated in Doctors without Borders, traveling to other countries who couldn't afford health care. Does this sound like someone who would jeopardize his life, career and family? I think not! Mario - we all stand behind you in the mess and are sure that you will be exonerated. God bless you and your family.

Dr. Mario was my Dr...i am 38 and simply had a bit of discomfort in my ab, when i thought i should be proactive to make sure my insides were ok...


when i met Dr. Mario he just intervied me for about 2min and then immediately said i needed a colonoscopy to "fully understand what was going on". Even though i told him i was always sitting and gaining weight because i was not active for that past 12 monthd, i took his words seriously. i thought, oh my god, i dont just have gas?? its worse?? my family was so freaked out that i was told i needed the procedure they were in touch every second before and after the procedure. Of course we all thought it was the right thing to do....and it was Cedars, right?? "you cant be too carefull come to mind".

I thought his diagnosis was fast, but hey again, it was Cedars...the best, right!?!

The procedure was weird. But at least there were others present. I was just glad it was over....but when i was told i was 100% fine i thought, why did i need this???

then came the bill. I was flored. I then found out, the cost was standard...i remember when i inquired on the cost with Dr. Mario, and how to find out if Insurance paid for the procedure...when i told him i had Aetna PPO he immediately said it would take care of it and them Dr. Mario quickly changed the subject to my new blackberry...which he referred to casually as a "crackberry"...strange for a Dr. to be so casual about that...my generalist would NEVER to do that.

i am glad someone found this out...it like rats in the kitchen at the best place in town...you would never know about them while ordering from the front room.

and to Suzi Schor who states, quote "there is a little larceny in all of us"...feel free to pay the $3,000 portion of my bill that my #1 premium insurance did NOT pay for this arguably, unnecessary procedure...

i am sure Dr. Mario was pissed he missed this "mark", when Cedars got all my cash...not his new little "crackberry" fund.

i pray that no one else in my family has to go thru Dr. Mario probe.

I had a hep-c treatment under Dr. Rosenberg's care. The treatment was not successful. I am trying to get on a hep-c study which could save my life, but Dr Rosenberg LOST ALL MY MEDICAL RECORDS. Because of his inability to run a medical office, I will not be able to participate in the study and I will probably die.
THANK YOU MARIO ROSENBERG FOR KILLING ME YOU STUPID F-ING PUTZ. I hope you end up in jail forever.
