Mission Viejo Recall Target Fires Back

Lance MacLean
Mission Viejo Mayor Pro Tem Lance MacLean sent out a press release a little more than an hour ago responding to the recall petition presented to him two Mondays ago. Here is the 200-word statement to voters that he's legally asked to issue:

"I have been honored to represent you since 2002 and I am proud of my verifiable accomplishments.  In conjunction with ALL my City of Mission Viejo council colleagues Kelley, Ury, Ledesma and Schlicht, I have delivered on my promise to improve our quality of life: safest city in the nation, balanced budget with $28,000,000 reserves, expanded Murray senior/community center, improved traffic with signal coordination and street widening, renovated recreation centers, parks and medians.

The proponents of this recall want to GUT our quality of life.  They have no problem frivolously spending $250,000 taxpayer dollars for this special election. Led by five failed council candidates, this petition is a cruel personalized character assassination using fabrications to attempt a political coup to promote their previous unsuccessful agendas:  firing city staff, establishing business license taxes, destroying cell phone coverage by removing antennae's, closing the Animal Shelter and choking traffic with unworkable roundabouts on major arterials.

Despite these unwarranted personal attacks, I have been a consistent advocate for residents resulting in lower taxes, safer neighborhoods, schools and parks.  Send a message to reject their dirty political change by voting NO RECALL and return hope for our city's future.  For more information go to www.lancemaclean.org"

After the jump: He refutes specific charges against him...

As examples of the blatant disregard for the facts, the proponents falsely claim the following:

1)      $11.8 million in deficit spending last year:  The fact is that $11.8 million in revenue was realized in the prior fiscal year for the capital improvement projects that expanded the Murray Senior and Community center and the Crown Valley street widening project.  The net effect on our city reserves was zero with over $28 million still in our reserves.
2)      Doubled Council salary:  The fact is Council salary was established in 1988 at $500 per month and had not been adjusted for cost of living and inflation.  On a 4 - 1 Council vote we approved raising our compensation to $1,000 per month for a total budgetary impact of $30,000 to our $60 million annual balanced budget.
3)      Voted to increase housing density:  The fact is the Council rejected higher housing density causing the city housing element to not comply with state law. A lawsuit against the city required us to conform to state housing laws.  Since 1998, no new housing has been constructed in Mission Viejo.
4)      Authored a tax increase:  The fact is the council on a 4 - 1 vote placed an initiative on the ballot to ask residents if they wanted to increase from 6% to 8% (the county average) the tax to non-residents staying in city hotels.  Residents did not approve and no tax increase occurred.

Omitted from that list was any response to the more personality-driven complaints. The original petition listed MacLean's physical altercation with a UCI coworker in 2007, an incident where he told councilwoman Gail Reavis to "shut the hell up" in closed session, and the fact that he told the LA Times that some residents had made borderline-racist comments when opposing a housing development in Mission Viejo. To both myself and the OC Register, MacLean has taken issue with the petition's remark that he had been "arrested" for the UCI incident: While police handcuffed him and the DA heard assault and battery charges against him, he wasn't technically arrested.

MacLean has a lot more to say to all of these charges, as do the activists who want him out of office. MacLean told me last week that he wasn't very optimistic about beating the recall and keeping his council position, but said he certainly wasn't going to quit.

Joe Holtzman says:

Lance MacLean is notorious for twisting words and meanings. Just check his record, check his campaign promises and what he has done in office.

He has tapped a significant number of city suppliers for his campaign funds while ignoring citizens request for help--ref. O'Neill Elementary School in his own neighborhood. He told a citizen in North Mission Viejo she was crazy for buying a house there---during the debate over the Viejo System Project. Check the council meetings--he called citizens rasists--and smiled when he said it.

Believe me Lance MacLean has been consistently two faced and out of touch with what Mission viejo's needs really are--and it is not a Rose Parade Float.!!

Dirk Digler says:

There is a small group of MV citizens that have an agenda for only themselves. Mr. Holtzman being one of them. This small group of individuals will find fault with every possible thing that happens in our city. I never see them do anything but stir the pot to cause citizen outrage. They are no better than the politicians they criticize.

Tom Griggs says:

If the list of citizens who have had it up to thier eyeballs with the antics of the Mission Viejo City Council is so small vs, the city citizens who approve of the councils actions over the years, why does Dirk Digler use a fake name? Could it be he doesn't want to be seen as taking the very unpopular position of supporting Lance or the Council.

Ask yourselves how a Council member can support a 800k+ expense for a Holiday parade float, but then become indignent about citizens wanting to spend any money on a vote to express the will of the people in Mission Viejo?

Daniel Avery says:

So Lance called some racists, "racists?" I heard about their signs. Anyone with a degree in English would have read the signs the same way. I really don't know Lance, or his politics, but I do know how our system is supposed to work. The majority elects someone and the rest of us have to live through eight years of torture allegations....I'm sorry I got lost for a second...anyway a person is elected and then they finish out their term unless they are arrested for something, or they steal money, or they come to the job drunk a lot...you know. We can't keep recalling people. Our system will cease to function. It's sort of like cutting taxes for 30 years and all of a sudden water mains start breaking in LA, bridges fall down in Minneapolis....People have to wake up because folks like Holtzman, Tyler, Lee, and Gilbert will take our country and your door will be kicked open by one of their jackbooted goons. Believe it.

kettle black says:

his record speaks for itself.

the accusations about his personality, even if true, don't warrant any action other than perhaps calling him a hot head.
and, being kind of a hot head myself, i find it easy to forgive that trait in others.

Local resident says:

Doesn't sound like any of his supporters are taking on the issue of his behavior at UCI and arrest. As far as the process of recall, it is absolutely an important tool of the people. I wonder how many Arnold supporters would admit that he should be recalled if the standards applied to Gray Davis are equally applied to him. What they'll find, if they can avoid hypocrisy, is that recalling Davis was inappropriate and has led CA to a worse state of affairs in general.
When are people going to rise above partisanship and ego, to focus on what's necessary for a healthy city/county/state/nation???

I'm a liberal democrat and pro-union, but the above article really sheds light on the big money at stake, and the raw power of a political seat.

Lance MacLean is a self serving, self interested politician, who's become addicted to the money and power of even small time local politics. I have stood before the MV council dais, along with so many other community members and have had first hand experience of MacLean's mean spirited, vindictive behavior.

He told one councilmember after she was elected, "Welcome to the MV city council, you are now part of an Elite group".

Who does this guy think he is?
