Claim: Costa Mesa Councilman Steve Mensinger Tracked by Political Enemies with GPS Device

The politics of Costa Mesa keep getting crazier and crazier by the week, especially in the controversy surrounding a lawsuit filed by Costa Mesa mayor Jim Righeimer and councilmember Steve Mensinger against the city's police department's union, their former law firm, and the firm's former investigator. Prepare for even more madness tomorrow--like, crazy madness.

That's when Mensinger's attorneys, Manly & Stewart (the famed firm that eviscerated the pedophile racket over at the Diocese of Orange) will hold a press conference at Harbor Court at 11 a.m. to unveil a shocking allegation: that Mensinger's enemies tracked him with a GPS device stuck to the undercarriage of his truck throughout most of 2012 in their campaign to discredit the councilmember and Righeimer due to their anti-union ways. Needless to say, Mensinger never approved to the tracking.

A recently amended complaint for the lawsuit filed in Orange County Superior Court today details the allegations, stating "This unlawful tactic enabled Defendants to track [Mensinger's] whereabouts, in furtherance of their conspiratorial plan to intimidate, harass, humiliate, and threaten him and [Righeimer] with respect to their positions as duly elected officials of the City of Costa Mesa. The complaint goes on to state that Mensinger believes that someone from the union side would constantly go to the councilmember's house to find the GPS device, download all the new data, and place it anew after the download was complete.

"When you find out that when people have been crawling around at your home putting tracking devices on it because of a political belief you hold, any right-thinking person would find that a grotesque invasion," says John Manly of Manly & Stewart. "You would expect it in Russia. You wouldn't expect it in Costa Mesa. Mark my words: this law firm is going to find out who did it, and they're going to be punished."

Regarding the quotes:

"The police association says it had no knowledge of the alleged misdeeds and contends officers were working within the scope of their city jobs when they got pulled into the legal fray."

"Please remember that the mayor was never detained," Everett said. "He consented to come out of his home and cooperated with the investigation because he wanted to. A normal citizen would be suing the city and the officer [as opposed to the police association]."

Not speaking of this case specifically but speaking of my love affair with the Orange County, CA law enforcement community in particular : this quote reminds me of one of my many pet peeves. That your law enforcement leadership constantly disrespect and abuse the trust of their officers. The cop involved in visiting the Mayors home that night is like a trillion cops that I have seen in Orange County abusing the civil rights of a fellow American and not understanding that this is what is happening. I've seen this tactic used by your law enforcement leadership countless times with the cop none the wiser. I wonder how many cops and deputies in this County would be happy to know that they are being used to commit crimes against people without their consent. I ask the mythical "good cops" of Orange County again - is this why you became a cop ? To be used by sociopaths in criminal acts? Of course , I've also witnessed cops and deputies who damn well knew that they were there to harass me as evidenced by the sheer look of shadenfruede ecstasy; running away upon seeing a camera also helps separate the wheat from the chaff.

In conclusion, shame on whoever tried to harm this Mayor and Councilmember and more than likely abused the trust of a police officer to do it - there is a special place in hell for sociopaths like you but just in case enjoy the Big House waiting for you here on planet Earth. Everything that these two men allege are tactics I've seen applied by OC law enforcement since the 90's. If this is the act of a civilian entity, the civilian entity got their brilliant ideas from somebody in law enforcement.

What's going to be lovely about this story Gustavo / Moxley is that your law enforcement leadership in Orange County is going to do the fake outrage routine when they themselves are the biggest perpetrators of this traitorous garbage. Specifically, the deliberate use of surveillance state tools for the illegitimate purpose of targeting and harming an American citizen on US soil ala J. Edgar Hoover except more dangerous because of these tools.

And to the wannabe-East-German-Stasi-on-a-budget, downloading the data manually is so 99 cents store like. You do realize that the goods can be downloaded wirelessly via cellular or Bluetooth. Maybe after your time in prison I can design a better one for you but only if you promise to use it for legitimate law enforcement purposes.

Regarding John Manly's comment "you would expect this in Russia" : Apparently Mr. Manly Russia invaded Orange County, CA back in the 90's and I'm pretty certain that Red Square West is situated in Garden Grove. Ground zero of state sponsored terror since before 9/11. Terror in the form of harassment intimidation property damage reputation destruction heinous home privacy violations etc etc

Doesn't say much about the Orange County DA's office when criminal cops and criminal cop apologists feel comfortable enough to be acting like the mafia with a white male Republican Mayor in the second decade of the 21th century. If you can't get yourself to care about this Hispanic man's grievance OC Weekly readers then maybe this ought to wake you up. You or your loved one could be The Mafia Police's

next target. What is it about American entertainment industrial complexes that turns everyone into corrupt mafia poop? Las Vegas, Atlantic city, Anaheim/Garden Grove. Oh yeah, money money money.

For the record, here is the text of my comments before the Anaheim, CA city council on 10/22/13. I have more to say on the topic of surveillance in OC shortly. Remember that I designed , tested, deployed and maintained surveillance systems here and in Bogota, Colombia.

Orange County, CA District Attorney Tony Rackauckas, I can't help but notice something very interesting about your behavior. When a white male Mayor from Costa Mesa, CA rightfully complains about a one night frame job by your wannabe mafia police in this County the heavens parted and you're investigating a law firm and associated police union.

But when a US born Hispanic American citizen publically complains for over 108 weeks about former police Chief of Garden Grove Stan Knee former police Chief of Anaheim Randall Gaston former Sheriff of Orange County Brad Gates deliberately dropping a weapon of mass defamation on me which has lead to over 16 years of criminal harassment by your police community - help from an army of criminal civilians - disgraceful violations of the privacy of my home - destruction of my property - and a murder attempt on the Garden Grove freeway with cop that flees the scene even as I was still pointing in the wrong direction on same freeway - the millions of dollars of tax payer money that this civil rights hate crime flushed all the way up to 2013 ****

you seem to be under the impression that you can ignore me.

And what this behavior of yours reminds me of Tony Rackauckas - it reminds of how I came to the almost immediate conclusion that this police hate crime couldn't have been possible without criminal complicity in your office and elsewhere at the time in the 1990's. The scope and exent of depravity by your police isn't possible except for complicity by many others in this County.

So that's what your odd behavior reminds me of Orange County CA District Attorney Tony Rackauckas.

And we are now in week 108 with continued harassment by your police community during the entire period of time.

You have an interesting way to set priorities Mr. Rackauckas. Very unkind I would say.

One is Chance, Twice is Coincidence and Third Time is ENEMY ACTION. 

At the time the Easters were being held accountable for planting drugs on an adversary volunteer worker, it appears someone was using a similar tactic against two Costa Mesa Councilmen, attempting to set up a fraudulent DUI arrest and defamation of character scenario.  The real questions are: 

1.  HOW MANY TIMES HAS THIS TYPE OF ILLEGAL ACTIVITY OCCURRED IN THE OC?

2.  WHO PROFITS FROM THIS TYPE OF FRAUD? 

No doubt, there are third, fourth, fifth, etc. episodes similar to the Easters and the Costa Mesa Councilmen.  Unfortunately, not all individuals in the OC can retain the best attorneys to set the public record straight and hopefully, there will be others exposed in the near future.  Thank you to Councilmen Righeimer and Mensinger for their courage in speaking out.  

This is an example of how all elected government officials should conduct themselves on behalf of the People---let's hope the Orange County Board of Supervisors, the OC toll roads officials and pedophile protecting religious institutions are paying close attention.

And of course illegal planting of tracking devices in vehicles in order to perform a variety of harassment stunts against the target. And this is why the "surveillance state" is the greatest threat this Country has ever encountered. Too many of the people in it are greedy sociopaths quite willing to flush the Constitution of the United States down the drain FOR PROFIT.

This illegal activity has been practiced since the 1990's at least. The Supreme Court quietly made it illegal for cops to plant vehicle tracking devices without a warrant about a year ago. In other words, US police departments could plant this stuff ( that I participated in designing) without a warrant prior to this ruling. In the hands of a morally bankrupt police community great harm can and has occurred in Orange County, CA. I'm one of it's original OC victims. While I was a developer in the surveillance state the surveillance state turned around and devoured me.
