Tosh Plumlee, Ex-CIA Contract Pilot, Spills Beans On Murder Of DEA Agent Enrique Camarena

Tosh Plumlee circa 1980s
Remember Tosh Plumlee? He was the star of my Sept. 2006 cover story, "Cocaine Airways," which detailed his colorful career as a contract pilot for the U.S. Central Intelligence Agency. In that story, I wrote about how Plumlee, a Texas native, found work for the CIA in the 1950s flying weapons to Castro, back when the agency and the beard were still on talking terms. However, the article primarily focused on his allegation that he flew guns and drugs back and forth between the U.S. and Latin America during the 1980s.

One name that came up in my interview of Plumlee was Enrique Camarena, the DEA agent who was kidnapped and murdered in Guadalajara after getting too close to the marijuana smuggling operation of Rafael Caro Quintero. Now, in a recent interview with Fox News, Plumlee is adding his name to a list of people including former DEA agents, who are claiming that CIA operatives were present when Camarena was tortured to death in Mexico, and that a CIA contract pilot such as himself helped Quintero escape Mexico shortly after the murder.

"The United States government played both ends against the middle. We were running guns. We were running drugs. We were using the drug money to finance the gun running operation," Plumlee told Fox, which reported that he flew for an airline called SETCO which the CIA has since admitted carried "military supplies to Contra forces inside Nicaragua."

Much of what is contained in the Fox News article is old news to anyone familiar with the reporting of Gary Webb in his 1996 Dark Alliance series for the San Jose Mercury News, and in fact, one of the ex-DEA agents quoted in the story, Hector Berellez, was a source of Webb's. (Another source for the story is Phil Jordan, who used to run the DEA's operations in El Paso, and who is the main character of Down by the River, a book on drug war corruption by Charles Bowden, who wrote the introduction to my biography of Gary Webb, Kill the Messenger).

I also reported for the LA Weekly back in 1998 that the DEA later monitored massive shipments of cocaine that came across the border, busting U.S. dealers who were on the receiving end, but not following up on evidence that the smugglers were working for former Mexican drug czar General Juan Arevalo Gardoqui, about whose role in the drug trade Camarena's murderers were allegedly asking the agent about when they tortured him.

But the Fox story is still timely because Quintero, after his prison sentence was overturned on a technicality in Mexico, has just disappeared. Call it deja vu all over again: the same thing happened right after Camarena's murder, and Plumlee, Jordan and Berellez, are certain the CIA has something to do with the mystery.

"[A]ll three men say it was an American pilot--who worked for the CIA as well as the Contras and drug cartels--who flew Quintero to freedom from Guadalajara, the Fox report states. "You have the CIA employees, which are your badge, carrying CIA personnel and then you have all of these subcontract employees that work with these intelligence agencies," Berrellez told the news outlet. "Some of them are pilots, some of them run boats, but they are contract employees. Now, the pilot that flew Caro Quintero to Costa Rica was a contract employee."

"Absolutely," Jordan told Fox. "That's a fact."

"That's absolutely right," chimed in Plumlee, who Fox quotes as saying that the pilot who helped Quintero escape the last time "now lives in New Mexico and regrets that flight."

The U.S. government is the mafia and the war on drugs gets rid of the competition and keeps the prices high.  Marijuana and cocaine must be legalized immediately to put the Pentagon drug cartel out of business.

A lot... as long as that government is representational- I'm not too much into the Media Empire thing or the rogue state that Hollywood is so fricking fond of. I'm also not into "go it alone" corporate franchising... or the technological mix up between Capital Gain and Communist Exploitation... nor am I into racketeering and embezzelment as a form of profiteering. I'm into steady growth, stocks as a real asset, and the logical enterprise of business to business innovation... and invention. =D

I feel if Kiki would not have been Hispanic or in Mexico the CIA would have pulled out all resources to administer justice to those responsible.

According to critics (some within the conspiracionista community themselves) Plumlee's only source seems to be himself. If you believe him, he would be a Forrest Gump figure at the center of everything from the JFK assassination to Benghazi.

"I think people in the U.S. know that migrants have a long and hard journey. But I’m convinced that the country in which they work—where they cut tomatoes and clean houses—has no idea at all that what the migrants are going through is actually a humanitarian crisis. In other words, it’s a humanitarian crisis where organized crime takes care of extracting the very last drop it can from people who are already leaving their country with practically nothing. I felt like I had a journalistic obligation. When I worked as a freelancer in Mexico, I did an investigation—with my brother, and we were working on an article about undocumented people who cross Mexico. When we sa w what was happening to them and that no one was doing anything, that there were no reporters in the area writing about it, we realized it was necessary to do something. The 30-year-old journalist spent three years with a team of Spanish photographers documenting the violence, desperation and the small victories and hopes of migrants dodging kidnappers and armed gunmen in Central America and Mexico only to reach an 18-foot wall, drones and armed U.S. agents at the U.S.-Mexico border. In 2010, Martinez compiled his stories into a book Los migrantes que no importan [The migrants who don’t matter]." http://www.texasobserver.org/oscar-martinez-new-book-beast-plight-migrants-exploited-organized-crime/

I'd like to engage you in a thought experiment.

Imagine having never had a problem with US law enforcement for decades (including the first 18 years of your life in New York city). You had never taken an illegal substance in your life. You had never smoked cigarettes. You rarely drink. Your circle of relationships is so small there isn't enough room there to get in trouble.

And then (while residing in your own home in Garden Grove, CA) you come to realize that the Anaheim and Garden Grove PD, the Orange County Sheriffs department, the California Highway patrol etc. have begun a coordinated harassment and intimidation campaign against you. It graduates into employing civilian criminals who harass and intimidate in a more vile manner, who damage your property, invade the privacy of your home in a most disgusting manner, attempt on your life with a police vehicle that flees the scene while you are still pointing in the wrong direction on the Garden Grove freeway and on and on with the endless MAFIA trash criminal acts across three decades.

Years later you come to find out that the top cop of Orange County Mike Carona (whose department harassed you during the Gates, Carona and now Hutchens eras) was engaged in activities that ultimately earn him a trip to federal prison. Via a local newspaper you learn that this Sheriff paled around with an EX-COCAINE TRAFFICKING PILOT who flew DRUGS into the US from Central America. And you learn that this Sheriff allowed himself to be photographed with known MOBSTER types (an act so irresponsible that even some narcotics officers were upset about it according to said local paper).

You also come to find out that the Police Chief of Garden Grove (Stan Knee - one of the original criminals that went all domestic terrorist on you) ultimately gets a undoubtedly lucrative contract job with DYNCORP to advise Afghan security forces - the same company (Dyncorp) which was involved in PLAN COLOMBIA - the US/Colombian government drug irradication/interdiction program in COLOMBIA".

You also come to find out how many of these current and ex-leaders of Orange County CA law enforcement have participated in travel junkets to COLOMBIA helping to advice law enforcement there.

AND ALL THAT LEADS YOU TO REMEMBER HOW THERE WAS ONE MORE SIGNIFICANT DIFFERENCE BETWEEN YOUR LIFE BEFORE OC LAW HARASSMENT AND YOUR LIFE WHEN OC LAW HARASSMENT BEGAN.

Before OC law harassment, you weren't working as an engineer for an American company in Stanton, CA on police surveillance type projects based in Bogota, Colombia in cooperation with the Bogota Metropolitan police department. But a certain time after working for this company, the oath violating criminal harassment began. For all you know, the target might have been placed on your back from the moment that you started working for this company in approximately January 1992.

And finally, your thoughts turn to how a second, third and now fourth generation of OC law leadership continues to flush precious taxpayer money and police resources down the toilet in a desperate attempt to either shut you up or screw you up (via the endless multi-million dollar tax evaporating 24/7 surveillance / harassment / civilian stalking / cop car vanishing act games etc etc etc).

Now for the thought experiment question. If this had happened to you, would you be wondering whether there is a drug trafficking sub -culture in Orange County, CA law enforcement that didn't like our engineering company and it's Colombian surveillance projects much? Who then came up with the bright idea of destroying one of it's principal engineers? Among other acts of American company sabotage. The "death by a thousand cuts principle" applied to the American company of my boss - an Italian American WW2 German prisoner of war hero - a fellow New Yorker - Rockwell International engineer who worked on this nations Saturn space program - decades long resident in Anaheim - and the best boss any young engineer could wish for. The man even coached your kids in South Anaheim Little League

Would you blame yourself for thinking something like that?

And would you be wondering if that is the reason why no Orange County law enforcement leader nor the FBI nor the congressional representative nor the District Attorney have helped you even after you asked them directly for help? At city council podiums. In emails. In phone calls. In face to face meetings.

By the way, an Anaheim city manager telling me "no problem here" or an Anaheim PD IA sergeant who was probably in grammar school when this started isn't the help required.

I had a dream - to be a practicing engineer in Orange County, CA. A dream most definitely deferred by sadists masquerading as men of law and integrity. Too cowardly now to put their money where their reputation destroying mouths were but still sick enough to continue the flushing of your tax dollars in an attempt to cover up the fraud.

You're being sarcastic with the PRI-Narco question, right? Highly recommend Narcoland by Anabel Hernandez, traces the story of the Cartels since the late 70's and how they were nurtured and protected by the politicos from the PRI, PAN, and PRI (again).

I was on vacation recently in Playa del Carmen. Un taxista told me that very recently la chota accidentally busted una avioneta cargada con coca. He said accidentally because the plane was owned and operated by the CIA. La chota wasn't supposed to be anywhere near that plane. I think el taxista expected me to be surprised or shocked. I was neither and that surprised him.

Las drogas son una arma utilizada por ambos gobiernos to further subjugate and control certain sectors of the population. It's a classic tactic evident in many facets of modern life. Governments first create a crisis then they pretend to fight the problem with.the end goal of funneling massive amounts of cash all while skimming off the top for their own pockets. Los gobiernos son maestros en la obra de manipular and capitalize on the irrational fears of the people. Fears the government created in the first place. Here are other examples; oil prices, war, the economy, immigration, terrorism, religion. All useful tools employed by governments in this tactic. It's just comes down to the money. Como siempre. El que no tranza no avanza. La gente falls for it, kills each other over it and all the while the rich get richer.

Dear Nick,

I am Tosh Plumlee's daughter. Out of fear & all the interviews he has been giving ( which I know are true to the core) I have contacted different sources to get it in the wind to protect myself & husband. It may come across as a desperate attempt to do so but I'm a sitting duck with all this. No protection unless I go viral with it & I don't want to do that unless I'm locked into a no other alternative situation. You responded to Gabriel's comment late last night yet you have not acknowledged my sincere post. I'm on a smart phone & I accidentally posted the same subject matter twice & after seeing your reply to another, I jumped the gun & used the last remark out of desperation. So, now I'm in the wind again? This is not a daughter is pissed at father crap. This is my life. If your show is about exposing the truth with no regard to whether someone gets hurt or killed, then I see this is not about anything other than ratings, followers, etc. Since I have not received a response..my only alternative is to go to mainstream media to get this resolved soi can be exposed for protection.

If your a parent, you know that the best way to get to someone is through their children. I am not a child but I am the daughter, obviously one who's dad has no intentions other than covering his own ass. Any suggestions before I go on my journey of self protection through mainstream? Thank you!

It's probably just a bunch a drugies who think they're the CIA. Why would this happen during the war on drugs? That's like saying the CIA sold crack to Detroit communities out of racial spite- Why would they do that? There's plenty of reasons to dislike and distrust the CIA after the 60's but really now... how much of it is really true?

@Gabriel Torres Reagan actually did shut down the border after Quintero escaped to Costa Rica. That's how Quintero ended up in prison, when the Mexicans extradited him  back home to end the standoff...

Just on the record. Exposure to protect myself. It's already in the works of being thrusted out there to the masses & media. So thank you for answering back but no longer needed. Please just remove this post & my account. If my Dad can't help protect me along with himself then I can't trust anyone except mainstream & going viral with it. Sad yet true. Sorry I blew these posts to hell. Thanks again Nick. Now, please just remove me since I'm not able on this particular computer. Wish him well & I'll be out of reach for sometime.
