Patrick Tocher and 4 Others Charged in Alleged Illegal Vehicle Towing Scheme in Santa Ana

The former and current owners of Santa Ana towing and security companies face several criminal charges related to an alleged illegal towing operation. At the center is Patrick Tocher, who owned the companies for years before selling them, moving to Hawaii and, according to prosecutors, remaining in contact with the current owners.

It essentially boils down to this, according to the complaint: Security Towing and Night and Day Security were owned by Tocher and run out of the same Santa Ana yard. He is alleged to have directed Night and Day Security employees to authorize towing by Security Towing trucks even though property owners had given no permission for the towing.

Tocher is further accused of failing to register his companies with the state Employment Development Department, paying employees in cash and failing to provide workers with required pay stubs or tax documents. He faces more than 20 felony counts of everything from conspiracy and forgery to tax evasion and dissuading a witness.

He had transferred ownership of his companies in 2008 to Ernest Boone, Martha Boone, Edward Boone and Arthur Boone, who prosecutors accuse of continuing the illegal business practices and seeking Tocher's advice. They are each charged with conspiracy, dissuading a witness, forgery, the unlawful taking of a vehicle and misdemeanor tax evasion.

I'm in santa ana a few years ago...talking to a chiropractor in the alley next to his parking lot at 516 W 17th street....my car is parked and the engine is still running, only 20 feet from me in a empty parking lot next door...as were talking a old station wagon pulls up on the other side of the parking lot where my car is...suddenly 2 mexicans jump out and run to my car ...and put a steel moving device with wheels on my front tires...Then start demanding money, 10 minutes later a tow truck shows up and I hop in my car ,roll up the windows....the tow truck driver demands 200 dollars...I tell him to Fu*k off and call the santa ana police...he shows up and questions the towing driver,then tells me he can't do anything because were on private property...but tells me to stay in my car ,because they can't tow it with me inside...the cop leaves, buy says he will return later.....The tow truck driver returns back to my window and is yelling at me to get out of the car, I Flip him off......this goes on for 20 minutes...I know eventually they've got to tow other cars and they will leave...but I decide to start driving with the steel moving devices on...I know once I hit a pothole ,the devices with come off....But they start yelling to stop and they'll take them off...they remove them and the tow truck driver says he's going to sue me....LOL...  I tell him to Fu*k Off again....as Im leaving I see the Cops driving down the alley, I pull over and tell him what happened ...he gives me the thumbs and drives off

I have only had great service from OC area tow companies! Hard working people changing your flats, bring you gas & taking your broken or wrecked cars to shops. And in some instances doing this iin dangerous situations. Good people trying to make a living. I always tip them.

A friend's car was once towed from an apartment in Santa Ana to... Costa Mesa. We were only inside for 10 minutes. It took longer than that to get to the tow yard, so, basically we were chasing the dude who jacked his car.

I've been driving for 40 years, and I have had my car towed once...in Santa Ana. That experience has a tendency to keep me out of Santa Ana, unless I know there will be plenty of parking spaces where I am going.
