The Whole World is Watching Long Beach Police Beating of Man in the Street: Video

Various YouTube videos posted mostly by Anonymous types and armchair truthseekers around the world show brutal scenes of Long Beach cops beating, sticking and tasing a suspect on his back.

Indeed, these videos spread so fast and caused so much alarm that the Long Beach Police Department has felt obliged to explain.

First, let us set the scene. Porfirio Santos-Lopez, 46, and another man were fighting in the middle of the 300 block of South Street around 6 p.m. Monday when Long Beach Police officers rolled up.

The video below picks up with Santos-Lopez on his back where ... well ... take a look:

It appears to many observers that Santos-Lopez was in a defensive position as cops repeatedly hit him with a baton and shot him with a Taser device. His injuries sent him to the hospital.

After the online uproar, Sgt. Aaron Eaton, a Long Beach police spokesman, explained to City News Service that Santos-Lopez was "uncooperative, irrational and combative" to officers who arrived at the scene.

Eaton claims what the video does not show were earlier moments when Santos-Lopez started fighting with officers--before a Taser put him on the ground.

A bald officer appears in the videos to be wailing on defenseless Santos-Lopez with a black baton, but Eaton said that was due to the man on the ground kicking at the cop, who at one point had the stick knocked out of his hand.

The video also fails to show how Santos-Lopez, as he was being put in handcuffs, kicked an officer in the face, according to Eaton, who added the men in blue saw evidence of alcohol intoxication and heard him say he'd been using meth.

Santos-Lopez likely will be booked on suspicion of battery on a police officer, resisting arrest, battery on the individual he was fighting with in front of a liquor store and public intoxication, Eaton said.

Well, the suspect presumably will be once he's out of the hospital. Meanwhile, the department has launched a use-of-force investigation, but the officers involved remain on the street, according to Eaton.

The whole world may be watching but most thinking people agree that this thug had a beating coming to him.

I am a hella biased. I worry about my cop's safety and my cop's return from work in one healthy piece. I also know what it's like to have a loved one be the object of police intervention and eventual Federal sentencing. 

At the end of the day, I care for both and I care for their health and safety. They won't ever be BFF's ,  for the pure and simple reason that begins with one of them wearing a badge 4 days out of a week. It is not easy being blue or even human for that matter. 

I feel for this man that he got caught up in this pain and ordeal, but he made the calls long before the police arrived on the scene. The police only just arrived when they were call to the scene. The series of events leading up to the moments captured in this video does not do justice to the man's life events or challenges-- nor for the officers on the scene-- who no doubt, arrive with policing experience under their belts and acted according to their training and experience.

If I were the family of this man, yes, I would sue too. I don't like the thought of my loved ones being hurt in anyway. This man was of no contest to the force of the police and he was a force to to be reckoned against his drinking buddies. Better he fight the police than harm those he loves-- I am sure this man's friends still pull for him, but I don't think they much like fighting with him. 

To the man being beat in the video-- your family and friends love you. Keep your head up and stay away from drugs. Drugs are doing you and your loved ones no good.

To the officers of the LBPD, your family and friends (mostly those who knew you before you become a cop-- and you know its true) love you too. Be safe out there. I hope you are there when I really need you.

Hey the courts gave me anger management classes when the violent behavior came from another person that I was with and he lied to the paramedics after they looked at him and the cop claimed that I abused him when no abuse came from me, there were no signs of abuse, it happened because the man has Alzheimers, and they claimed they had a witness that spoke broken english and did not know what was going on, so I was charged for another mans behaviors and actions because of his diseases. Am I to blame for this mans diseases, (NO) it's called Alzheimers/Dementia and it's incurable. He attacked me on numerous occasions, he even attacked me once while driving a vehicle. And he even attacked a bus driver.

It is unreasonable for police to Taser an arrestee then claim the arrestee is "not complying" when the function of the Taser is to physically incapacitate. It does not matter what the arrestee was doing prior to the video recording because the police are mandated only to use enough force to effect the arrest. An allegedly drunk arrestee on his back flailing about like an overturned turtle is not posing any physical threat to the officers; annoying, but not physically threatening.

In security video, this guy is shown drinking and fighting with other people on the public sidewalk before the incident.  In other words, he was drunk and violent.  In this video he decides to take a defensive posture rather than comply and get on his belly with hands behind his back (standard submission).  So why are we feeling sorry for him?

Ok for all you arm chair quarterbacks out there, assuming you are the Officer and have a violent suspect like the guy on the ground.  He has already assaulted another man and is violently resisting your verbal commands to roll over, put his hands behind his back and submit to arrest.  Please share with us, how you would have handled the situation?

I was given anger management classes due to the behaviors of an elderly man that lied to the paramedics because his behaviors were caused by Alzheimers/Dementia disease that he has, in other words I was sentenced because of another man's behaviors when no violence occurred to him because the cops said that they had a witness that was false that I never saw. The cop said that he 'felt' as if I had committed elder abuse when no abuse occurred, the old man now cannot walk less than a year after the incident that got me arrested falsely because of a false witness. The VA in Long Beach has stated that his life is not worth preserving. Because he is a vegitable due to the diseases, Not my statement but thiers. "Thou shalt not bear false witness".

But I am not a bible thumper. I hear that this is happening on a regular basis out of Newport Beach Harbor Court because it's a money thing of thiers, they suddenly moved my case at the last moment to a differnt courtroom and judge across the hallway.

@fratdawgg23 Duh, what an illuminating statement. Better be careful or Barack Obama may be calling you with a job offer.  I hear he is looking for a few not so good men to go to Syria?  Former military people, especially those with combat experience make excellent Police Officers because of being taught personal committment, loyalty, discipline and functioning under stress.  The technical skills they need for the job of law enforcement is something we teach them at the Police Academy and continual in-service training throughout their careers.  Obviously, you never served in the military or you would understand that.
