Orange County's Annual Hate Crime Report is Totally Gay (as in Being Increasingly Victimized)

The Orange County Human Relations Commission issued an annual report this morning that finds "violent" hate crimes against gays and lesbians nearly doubled here from 2011 to 2012 but, overall, hatin' is down.

Rusty Kennedy, the commission's longtime executive director, says the uptick in crimes against members of the LGBT community--from 7 to 13--"is of special concern'' and no one is quite sure what spurred the uptick.

Keep in mind, also, that these are reported crimes and the actual number are likely significantly higher.

The "rapid change that the nation seems to be going through in attitudes about gay marriage'' could be motivating "people on the fringes'' to commit anti-gay violence, Kennedy surmised.

Hate crimes against gays and lesbians dropped in 2008, the year California voters approved Prop. 8, but it went up again in 2009, Kennedy noted.

Overall, reported hate crimes went up from 56 in 2010 to 78 in 2011--a 40 percent increase--but there were 61 in 2012, a 21 percent drop. Twenty-two of the 2012 hate crimes were motivated by race or ethnicity. The latest report actually corrected a statistical error from 2011, when 64 hate crimes were originally included. Since then, 14 more from 2011 have been documented.

The latest figures show hate crimes against blacks, Latinos, those of Arabic descent or were motivated by religious bigotry dropped in 2012 from 2011. The decline in hate crimes against Latinos is part of a six-year downward trends, while the drop in those against Arabs has been going on the past three years.

My response is a little late.I apologize for first assuming you blindly supported Orange County human relations commission. Sadly for OC' s community', influential people, like Gustavo Arellano's persuasive articles printed in his paper, the OC Weekly, continue to ignore the glaring truth that this commission deflects civil rights abuses committed against the OC community by their respective law enforcement agencies . Arellano and the editors at OC Register strangely don't ask Rusty Kennedy why he refuses to label these civil rights abuses as hate crimes . To this day Rusty Kennedy and commission funded by the county, cities and police departments refuse to label the beating death of a homeless, schizophrenic by Fullerton PD as a hate crime though Kelly Thomas death met the legal elements of a hate crime. Perversely, conversely , every year Kennedy's commission inflames the public to distrust and fear by labeling incidents of bad manners, rudeness, adolescent pranks, public, psychotic rants from the mentally ill as "hate crimes". The tip of the iceberg metaphor used as a propaganda ploy would be a humorous example of a public servant best serving his or her need to ensure funding of a public entity and thus his or her salary by playing on erroneous fears of the populace. However Rusty Kennedy's very frayed metaphor mocks the fact that his commission deflected Fullèrton PD's culpability in the beating death of homeless, malnourished, schizophrenic Kelly Thomas,by publically stating Kelly Thomas's death was not due to the Fullerton PD smashing in his face with their tasers, breaking his ribs with,their batons, crushing his chest by piling on top of him. Rusty Kennedy attributed Kelly Thomas death to public indifference to Kelly Thomas mental illness and homelessness.

A better determination of whether hate crimes have increased towards specific groups is to report those hate crimes that resulted in a conviction. Anyone may allege he or she is a victim of a hate crime. The real statistics arise from the courts of law determining whether a hate crime was committed against an individual and conviction of this individual. Year after year, Rusty Kennedy justifies the continued funding of his salary with "hate crimes" tip of the iceberg metaphor to claim the OC is rampant with unreported hate crimes while deftly ignoring the number of hate crimes committed in the OC in the last 12 months that result in a conviction by the justice system. 2012 hate crime report was followed by OC district attorney's report that showed an impressive discrepancy between Kennedy's report and the OC DA's report of hate crimes. Rusty Kennedy's numbers were inflated and misleading. When contrasted with the district attorney's report. From these discrepancies it seems Rusty Kennedy's true purpose in inflating his numbers that he gives to the media is to inflame anger and fear within the community that incites the community to distrust each other. This fear and distrust is propaganda ploy to convince the OC board of supes to continue funding his commission.

And of course, whenever there is a discrepancy between the OC DA and ANYONE else then  ANYONE else is incorrect/misleading.

By the way that reminds me. I haven't seen Orange County District Attorney Tony Rackauckas since an Anaheim city council meeting where from the podium I asjked "How criminal and morally bankrupt does a County have to be when someone doesn't find out about a conviction until he receives a "terms of probation" letter from the Orange County Superior Court (another apparent mecca of integrity). You know T-Rack, the false conviction that didn't exactly aid this Hispanic man's engineering career? 

Anyway, the hate crime frequency rate is so much lower now in the Anaheim/Garden Grove area that the Latino community burst out in spontaneous joy and ecstasy last summer in front of the Anaheim city council. The Anaheim and Garden Grove PD joined in on the celebratory moment, Anaheim city council member Gail Eastman praised the lord and Disneyland topped off the night with another spectacular fireworks display truly making this the "Happiest place on earth".

In 2008, Kennedy and his commission awarded McKinley and his police force for their  "exemplary" police-community relations. the same year Fullerton Police Officer Rincon was molesting intoxicated, female detainees in his squad car. you never called out Kennedy for  labeling the horrific beating death of a malnourished, homeless man an "altercation" and claiming the community of Fullerton's indifference to the homeless, not the Fullerton PD was the direct cause of Kelly Thomas' death. When did you call out Kennedy for his commission's mission statement to act as a "clearinghouse" and "mediator" for OC communities' complaints of civil rights abuses committed against them by their local law enforcement agencies only to find out over the years, his hometown's plice force, Fullerton PD, has falsely arrested persons, perjured themselves to get convictions, suspicious jail suicides, broken bones of those in Fullerton PD custody. When did you call out Kennedy when he accepted $10,000 from Anaheim PD to glean information from Anna Drive residents in the wake of civil unrest from this same community after a man was unlawfully shot to death by Anaheim PD only to turn this info over to Anaheim PD.

You may have called out kennedy over "shit", but you don't call him out over his duplicitous, craven actions that protects local law enforcement instead of protecting the civil rights of OC communities.

@Carlashworth My comments were not meant to come to the defense of OCHRC. I'm aware of Duane's findings - just a reaction to the notion that the Orange County DA can be just automatically trusted with anything - that's what got my dander up.
