The entire premise of this story is inaccurate. The author obviously doesn't understand that the Hispanics in that crowd shouting "You run" are citizens of the U.S.. They are not Mexicans.

A Mexican is a citizen of Mexico. Though Mexicans are predominately meztiso, Mexicans come in all colors and sizes from white, to black, to asian, to indian, and (of course) meztiso.
