That's especially rough for the 38-year-old Irvine father--and son-in-law of a retiring Laguna Hills city councilman--because Sousa just completed a prison stretch for having sex with a different 15-year-old girl.
For the unlawful sexual relationship with the 15-year-old female, Sousa in October 2011 cut a deal with the judge to plead guilty to 13 felony counts of lewd acts on a child, three felony counts of unlawful sexual intercourse, and two misdemeanor counts of contributing to the delinquency of a minor in exchange for 16 months in state prison.

When Lautenschleger led a move on the council to delay a vote on the ordinance that created the sex offender ban in Laguna Hills parks, some feared he may have been acting less out of his expressed fears about problems with the law and more to protect Sousa. But the council, including Lautenschleger, voted to approve the measure in December.

An informant's tip accusing Sousa of having sex with another teen girl led investigators to interview the alleged victim and then the suspect, who was booked Wednesday and held in lieu of $200,000 bail pending a scheduled Friday court appearance, according to the sheriff's department.
