Surf City Rub 'n' Tug Raids Net 70+ Citations, 5 Arrests, 3 Possible Unhappy Endings for Shops

"Citizen complaints" about an increase in Surf City massage parlors led the fire, police and code enforcement departments to inspect 20 establishments and issue more than 70 violation notices that could shut down up to three suspected rub 'n' tug joints, according to the Huntington Beach Police Facebook page.

Thursday's operation was preceded by police vice squad raids that resulted in five females at three shops being arrested for alleged prostitution and other sex crimes.

The police department blames a supposed 500 percent rise in the number of massage parlors in town since 2009 on a state law passed that year and aimed at regulating the businesses and requiring licenses of massage technicians. What it has done instead, police claim, is prevent local regulation of the shops.

"Unfortunately, the overwhelming majority of the new businesses are not the legitimate type of massage business," reads the HBPD Facebook post. "Many advertise in erotic sections of websites. On some of these websites customers exchange information about the types and cost of illegal services provided, and customers even provide recommendations for specific massage technicians at the businesses."

Police say some giving massages--and alleged happy endings--are victims themselves, working off debts for being brought to and housed in the United States from Asian countries. For that reason, the city forces were aided in the inspections by the Orange County Human Trafficking Task Force. Under questioning by detectives, some female employees admitted to performing sex acts with massage customers, police say.

Here are the hard numbers reported by cops:

  • 20 establishments inspected.
  • 49 violations of the Huntington Beach Municipal Code, including lack of business licenses, unlicensed massage technicians and rubs performed with the genitals of customers exposed.
  • 22 Code Enforcement and Building Safety violations that could lead to the closure of three locations if they are not up to code by the time follow-up inspections are made.

I have a friend that actually studied 'trafficked' prostitutes in London (mostly Eastern Europeans). The overwhelming number of girls new exactly what they were getting into. That is, they weren't victims. 

Dollars to doughnuts that's the case with these 'Asian' girls too. You can be a B-girl in Bangkok or Manila and get $100 to fuck a fat balding, middleaged German or Japanese. Or you can come to California -- illegally -- and get five times as much and a slightly more pleasant set of 'johns'.

I always wondered how these places were allowed to stay in business while openly advertising. It doesn't take a genius to figure out which one is a real spa and which one is not. I figured they were being protected in one way or another by the power structure in H.B.

According to their site, they had over 100 between '06-'09. But I know there's a big rise in the way agencies are looking at crimes like prostitution and massage parlors. Taking the approach that the girls and sometimes males are potential victims as well as perpetrators then giving them a safe place to get away from the life if they choose. The attention on it is growing as well.  There's a cop in Anaheim that's being recognized for the vice squad he runs for finding quite a few sex slaves working beach blvd and harbor blvd. Some of them are under age prostitutes working under pimps. It's eerily similar to that Liam Neeson movie where he killed 60 bad guys with his bare hands and a couple bullets looking for his daughter. Get them strung out and dependent then work them like an ox pullin a plow til they're spent. 

I for one am a big fan of what they are doing and it's not costing us anything significant since the collaboration is spread between all the agencies who participate and the volunteers who assist.

I remember back in the late 70's and 80's as a kid living in San Diego that the mafia was running the prostitution rackets. They would get these beautiful young women strung out on the hardest drugs and they would do anything for them. Frank Bompensiero ran the rackets down there until he was murdered in 1977. Things were in disarray after that and within a decade the party was over for the Italians in San Diego. Broadway was one hell of a place before the respectable "Gas Lamp District" went in I can tell you that.

You couldn't walk down Broadway in those days without being hit up repeatedly by prostitutes, gun dealers, drug dealers, etc... from the top of the street to the bottom. Now a different mafia is in town but they don't speak Italian.
