Karen Anne Christiansen, Newport-Mesa Schools Chief Jeffrey Hubbard's Co-Defendant, Convicted of Conflict-of-Interest

The former Beverly Hills School District official who, according to prosecutors, received racy emails and secret bonuses from future Newport-Mesa Unified School District Superintendent Jeffrey Hubbard has been convicted of conflict of interest charges.

Karen Anne Christiansen, who was the Los Angeles County school system's facilities director, steered a building contract exceeding $1.3 million her own way, according to authorities.

In essence, the 53-year-old convinced school officials to borrow money for a building campaign that she herself managed under a contract with the district, reads a Los Angeles County District Attorney's office statement.

Hubbard already pleaded not guilty to two felony counts of misappropriation of public funds related to his relationship with Christiansen and a third count surrounding a supposedly secret raise given to Nora Roque when she worked with him in Beverly Hills. Roque later followed Hubbard to Newport-Mesa, where the school board has so far stood behind its superintendent.

Evidence not only shows Christiansen received about $20,000 and a $350 monthly car allowance approved by Hubbard and without the Beverly Hills school board's approval, but that the administrative pair sent one another love pledges and oral-sex references, prosecutors say. Photos like the one that opened this post were sent by Christiansen to another district employee.

In her first speech, Kimberly Mimms continues to speak about equal education and the bullying problems that exist in the schools. She compliments the board for making changes to the complaint process as it have been made easier. Kimberly wonders what she asked in the beginning, over a year ago, why the complaint claim process was not given to her clearly and avoided and changed their procedures numerous times. In addition, Kimberly found out many months later that in the lawsuit with Mrs. Ketchum, it was mandatory to have a complaint claim process easy for anyone to file and they were supposed to train all their staff on school policies, to protect a student, families, and others under the law. In her second speech, Kimberly Mimms have some suggestions concerning the science camps and maybe start a fund. She is willing to give a donation but the board reassures her that might not be necessary as the final verdict on the science camps haven’t been set. As for the bullying problem, she wants to continue working with the district and see the new programs they plan to do.

            Kimberly Mimms went in front of the Board to discuss a series of events that started in February. She reported confidentially to the Principal that a teacher was bringing her toddler to class and interrupting class activities. The Principal then told this to the teacher and both bullied, intimidated, and retaliated against the daughter of Kimberly Mimms. They affected her grades and ignored her complaints to the point where her daughter had to be taken out of the class, school, and eventually the school district for her own safety. Kimberly Mimms then wondered if other events such as this had happened before and wanted an investigation, which never happened. In fact, school officials denied it ever happened after Kimberly preceded to file numerous complaints against the school officials in charge involved in the mistreatment unsafe, unequal, unfair educational environment to her daughter.

            Kimberly Mimms comes back and restates the events that occurred in February 2011 that concerned the fifth grade teacher bringing her baby/toddler to class for months and proceeded to mistreat Kimberly Mimms child with retaliation from school officials not protecting her daughter. After filing numerous complaints and claims for months, the school continued to ignore the Mimms family. When Kimberly Mimms wanted school files concerning her daughter, the school withheld and purged important documents.

Susan Astarita, Assistant Superintendent, was acknowledged by Kimberly on how a school policy was violated and how she responded by protecting the teacher and changing school policies allowing to bring their children which was unheard of from the department of education. It was surprising to learn how the school violation was known to Susan months prior by emails from Kimberly starting from March 30, 2011 and changed protecting the people that violated their own school policies when Kimberly’s claim was denied. There was nepotism that allowed certain teachers to be protected by the board under Jeffrey Hubbard, Superintendents, and eventually drove out other teachers with false blame and retaliation.

            Four speakers came to discuss their problems with the administration especially mentioning their shared voice on the ‘No Confidence in Jeffrey Hubbard’ vote. The first was a parent who was angry at how the administrators seem to be using the funding for themselves and not for the children in schools. Another was a woman who spoke about the ‘No Confidence’ vote and presented the results of a secret ballot of teachers that support the vote. Then a man continued the issue by stating Jeffrey Hubbard “exhibited a history of showing favoritism with certain administrators and setting a low standard of conduct for all students and employees” and is unfit for work. The last person was a teacher who called for funding equality for schools within the district and mentions her support of ‘No Confidence in Hubbard.’

            This recording on December 13, 2011 of the NMUSD meeting was originally edited out to silence the public comment section. They eventually re released the copy two months later before and after the trial of past-Superintendent Jeffrey Hubbard who was criminally charge by the Beverly Hills Unified School District trial. Kimberly Mimms returns to talk about the bullying, intimidation, fear, mistreatment of her child by a teacher and principal with the Newport Mesa School District. She then speaks about how some teachers were also mistreated by others working in the school and district. It seems nothing has been done about any of the concerns that Kimberly Mimms have brought up and expresses her lack of trust for the district and pattern of behavior of school violations, laws broken to her family and others. Kimberly expressed this happened years ago when her child was in second grade and reported not allowed to go to the water fountain and bathroom due to food poisoning. Kimberly Mimms has spoke for over 1 year she met Mrs. Ketchum in person in January when they both spoke with David Brooks past Police Officer in Costa Mesa and current Board President. Mrs. Ketchum was speaking in Hail's behalf and other family's in District at the Board Meeting that was deliberately withheld and not released in a timely manner in many NMUSD Community Members opinion. Before, during the trial and sentencing of Jeffrey Hubbard.Kimberly was edited out during the public input area with another Parent and Teacher at the meeting on December 13, 2011.

Kimberly served verbal notice on Jeffrey Hubbard, now past Superintendent and Walt Davenport, past President now Board Member for "not keeping her child safe" and not allowing her child to get water, go to bathroom as necessary when she had food poisoning known to Principal, Teacher as they Retaliated to an 7-8 year old back in 2006-07.

Additionally, Kimberly reported confidentially to Principal at the time her daughter's 5th grade Teacher bringing her 18 month old toddler into the class while Teaching her class, compromising the Education of her students. The front office Manager was offering free childcare service to this Teacher only, leaving her own job taking the toddler back and forth back to the 5th grade classroom of his Mom at Newport Heights Elementary School.

The Teacher proceeded to retaliate against Kimberly's child the next business day creating such an unsafe teaching environment for months ,that her child had to be taken out of her class the last 2 weeks of School. 

Child was held against her will, left at field trip with others deliberately, false blame, withheld progress report in a timely manner, did not give correct grades, withheld school papers when attending another class, would not give lunch at times when Teacher canceled numerous tests on this child who had health issues at that time known to school and District.This Teacher made child sit in chair no desk to take tests, change redo test days on this child only, Teacher also called child demeaning names and humiliated child on a constant basis in front of classmates. Note: Another brave came forward and emailed Teacher the last day of School on 6-24-11 minutes after the class ended for the school year, about the horrible conduct in the classroom and bringing her toddler into class with the constant disruption. Parent also mentioned the treatment to her child and the dreams the Teacher took away from the child and how Teacher effected her child's grades and excitement to attend her class! THIS UNLAWFUL BEHAVIOR WAS PROTECTED BY PRINCIPAL WHO MONTHS LATER GOT PROMOTED TO DISTRICT UNDER SUSAN ASTARITA, AFTER HURTING THE CHILD WITH INTIMIDATION, BULLYING AND DEMEANING ACTS AND MUCH MORE KNOWN TO DISTRICT FOR MONTHS, DOING NOTHING TO STEP IN AND HELP.

Complaints and Claims turned down with major paperwork to support claim and NEW SCHOOL POLICY CREATED BY SUSAN, STATING SOMETHING LIKE IT WAS MORE BENEFICIAL FOR THE TEACHER TO BRING HER TODDLER TO SCHOOL AND ON CAMPUS THEN IT WAS FOR HER TO MISS SCHOOL, DUE TO HER CHILD CARE ISSUES WHEN HER NANNY SHOWED UP LATE FOR MONTHS. Walking in the Lions Den tonight 2-14-12 at Newport Mesa Unified School District was an interesting night indeed with the Board and acting Superintendent in the Public Input area.

Many anticipated Kimberly XX, Parent in Community speaking for many voices too afraid to come in person and the words expressed by Kimberly delivered precisely on not keeping CHILDREN, FAMILIES, Teachers and Staff Safe when reporting Unlawful Conduct or handbook rule violations!

People in Community have spoke with Kimberly when reporting over the past few years the Silence of these District Employees by not considering Safety of children and Peopleand RETALIATION THAT FOLLOWS IMMEDIATELY WHEN BEING BRAVE ENOUGH TO COME FORWARD.

It was interesting to observe something Kimberly did tonight around 8:30pm or so, that stood out on record.

It was the Evidence dated from 8-4-11, that had been ignored numerous times, along with the claim denial dated back on 9-12-11.

Kimberly held it up and made it known that 1 copy of each was for each Board Member, Acting Superintendent, and everyone in the panel of 9 People sitting in front of her. I guess they can't say they didn't receive it or somebody their did after meeting.

Kimberly left it at the podium since the security guard would not take it and it stayed at the podium. Wow, I wonder who eventually picked it up and if the District Employees will still not do their job on why actions of the retaliation were not investigated properly!

People looking in think the Corruption, Unlawful Practices have gone on for too many years and the day of ACCOUNTABILITY is going to be stopped VERY SOON HOPEFULLY BY THE DISTRICT ATTORNEY OFFICE in ORANGE COUNtY and other LAW ENFORCEMENT AGENCIES looking into this matter.

After all aren't these tax paying positions suppose to look out for the BEST and SAFEST needs of children and People in Community??

NMUSD appears to NOT be following Brown Act with their 2 last Board Meetings held at Newport Mesa Unified School District off Bear Street in Costa Mesa, California.

The meeting on 12-13-11 and meeting on 1-24-12 are in Pending status. Why?

Community in this District are very concerned of the Safety of the School Children, including Some Teachers and other people too who are District Employees.

The Superintendents Office and Board are protection Unlawful Conduct which has been going on for quite some time now.

It was allowed for months to bring the Baby not only onto campus, but allow this Teacher to Compromise her child's Education and others and bring Baby/toddler into classroom.

Wow, this is the 1st teacher in the country making estimated over 60,000 dollars that could not make other arrangements for her child when her Nanny was consistently late.

This child was also allowed to be in front office when this district employee was not leaving her own desk paid by tax dollars taking child throughout campus crying at times to go back to Teachers 5th grade class last year 2011 and in 2012, when on a leave still coming back with her Baby. This Teacher had Special Privelages, why?

Community including other Teacher in NMUSD and in the country want to know how the Assistant Superintendent denied claim dated 9-12-11 and all complaints WITH EVIDENCE OF UNLAWFUL TREATMENT TO Kimberly's child and Family for reporting Conduct of Teacher and Principal Protected by everyone in District Office including Board Members and current and Past Superintendent.

Jeffrey Hubbard, now past Superintendent had no concern about the RETALIATION to family, especially a 11 year old child at the time.

Top Reporters, KTLA channel 5 and other TV Stations and countless others people in Media and internet have not only supported Kimberly, her Family, but help the Newport Mesa Community be heard.

Indeed there was a computer problem with the 12-13-11 Board Meeting and they are working on the problem. Veronica stated it was a long meeting because of changes with voting etc., something to this effect. Parent served verbal notice with Jeffrey Hubbard and Walt Davenport on 12-13-11, concerning the Retaliation of Employees going thru the Complaint Process and the mistreatment of her Child and Family.

Parent feels even going over to the District is like WALKING IN A LION'S DEN and does not feel safe.

NMUSD in Superintendent Jeffrey Hubbard school District and Susan Astarita, Assistant Superintendent. Can anyone define the main duties of the Government Employees?Protect, honor, uphold, equal education that is SECURE and SAFE for everyone. Teachers and Staff supported for following handbook rules and State and Government laws.

What about open Public Meetings for everyone to be treated fairly, open discussions to make sure ACCOUNTABILITY takes place for everyone.

If a problem arises or Laws are broken who follows up on outside to make sure these positions are secure in the follow up and investigation process.

Interesting to note: In a matter of seconds we can find out about a potential car we buy everything about who owned it, accidents, thefts or any other detail you want to know!

Why is it not the same on a Complaint or Claim on a Government Worker, Teacher, Staff Member, Board Member, Superintendent and District Employee. Why can we not have RED cards and a book readily available? I think it should be considered immediately into our school system!

Why do we have Pink cards on girls and Blue cards on boys in public school systems?

Do the school officials not consider these could be a type of stigma or prejudice that could follow a child throughout their student school records. Do they consider in this process prejudice if a Complaint or Claim is filled on 1 of these workers? What about if the child goes thru a loss of family member, friend, parents divorce, partners separate, or something else that might be difficult on a child with living with alcoholic or drug environments that is tragic as well.

Everyone should support child and not pass judgement on them don't you think?

Additionally, we should respect the difficult and challenging School Officials, Teachers and Staff have as well. There might not be families and support in the school system that can make the Government Employee jobs difficult as well. Unfortunetly, parenting skills vary from home to home. There are cases where parents are not supporting other parents and children with Bullying issues.

Should a bully, or person making threats to a child not be treated immediately and not protect the Bully? Should School Officials reward them with special awards in school of any kind, certainly NOT.

If this is done it empowers the Bully with the support of School Employees and sets a terrible example of NO CONSEQUENCES to the perpetrators and can hurt and devastate the victim further!

What does the Superintendent, Jeffrey Hubbard and Staff have to keep hidden in the last Board Meeting on 12-13-11.

In the Complaint Process why do School Officials who get paid by Our Tax $ not address them iimmediately.

Why would an Assistant Superintendent having information on complaints of Retaliation to a child and family on 3-30-11 in email not stop these actions?

The cover up and unlawful conduct only got worse.

Why would the NMUSD allow a teacher to intentionally and immediately Retaliate in Complaint Process?

Teacher canceled numerous tests, change days (Thursdays to take tests on this child only after meetings, paperwork confirmed it, as well), deliberately not give school papers when child attended Reading and Math in different classes at the time, when ALL other students had information?

Child at times could not eat lunch because the teacher would have tests scheduled and then not be available during that time. There were countless other unlawful and humiliating conduct besides false blame and name calling to this child.

It is shocking that a Superintendent,Staff and District Employees having known knowledge of conduct and supported these actions to hurt a child and family and then conclude it never happened.

The complaint/claim was for not protecting family from Retaliation in the Complaint Process with District.

It appears the Board Meeting that was taped and edited out in the Public area being able to voice Complaints HAS NOW DISAPPEARED into the Universe.

There was another brave Parent speaking out against the Superintendent getting paid for over 5 months concerning while in LA. They are not in website archive area.

Interesting timing since now Jeffrey is in court in LA yet again going thru another court case with DA office.

The timing is interesting on this EVIDENCE exposing the GUILTY parties in the Complaint filed on 8-4-11 and ignoring all evidence and denying claim by Susan Asarita, Assistant Superintendent.

The cover ups and exposure are now on aDifferent level according to Community concerns in Orange County, especially Parent who spoke doing verbal complaint to Jeffrey and Walt for NOT protecting child and family in Complaint Process.

District was notified late this past Friday and asked what happened to edited version of archive DVD meeting.

They stated it will take until late next week to figure out what happened.

There should be a outside service that can help monitor Complaints within our school system, especially in NMUSD. It would be a good idea to have it monitored in a locked box at each school, including one at School District.

Perhaps it should be monitored by the Police/Sheriff Department and District Attorney Office or outside company. The community concerns are if people see anyone who reports Complaints/claims and their is major Retaliation that follows leaving children hurt, families losing faith and trust in the public school system or good Teachers or staff leaving there jobs because of unlawful practices protected by Superintendent, District and maybe some Board Members.

It is only words stated on paper if it says the Board does not tolerate retaliation for filing complaints or claims. The Governing laws, Dept. of Education and other Law Enforcement Agencies should immediately step in and stop this conduct.

In conclusion, the People who cover for each other, concerning anything unethical, unlawful or against school policies should immediately be terminated from job and lose ALL benefits.

These top school officials did nothing at that time other than cover for each other and Parent was advised to take child out of this Unsafe and non supportive educational environment by their family Doctor and parent did immediately and finished without any issues at a private school.

(Note: Parent will include this evidence to add to the Retaliation claim because the PATTERN OF BEHAVIOR continued full circle not to protect a child and discredit and hurt child and family by falsified paperwork in records that was suppose to be taken out. The district covered their actions and pulled supported document from their family Doctor instead that supported the family and even changed what Doctor said to benefit the cruel treatment to child and family. The Doctor was upset with her words being turned around and wrote a letter to School/District and it was taken out of School File.

God has an amazing way to bring things TOGETHER full circle when unjust and inhumane treatment to children or others can come out in a well documented paper trail of emails.The triumph of evil is not acceptable when others stay silent when the truth sets you free and information is given to help others only then Justice will Shine and new beginings will Transpire.

Please go to the next  board meeting and DEMAND answers how this could have happened to any child. Remember this Parent is proving and showing  her child when she asked recently, "Mommy I thought LAWS protected all children and People". Standing up for what you believe in no matter the cost. Ask the Board Members why they allowed Free Child Care for one 5th grade teacher to bring her baby/toddler into the classroom and distract and disrespect her students. Parent reported conduct to Pricipal, He told Teacher and she told entire class that she was upset with a Parent in her class because her child could not come in class anymore. It was already confirmed it was against school policy by Principal, Superintendents Office and even Dept. of Education. Retaliation to this child and family was horrific that all the top school officials stayed SILENT throughout the Complaint Process and was NOT welcomed and pleads for help from Parent were ignored and Complaint denial on 9-12-11 denied allegations with evidence submitted. Susan Astarita, Assistant Superintendent stated "Despite the District's extensive efforts to resolve your concerns you remain concerned regarding the fact that Mrs." X "preschool child was allowed on the Newport Heights campus during the school day. The District has investigated the matter and has determined that, in this situation, the benefit to students of having Mrs." X "on campus with her child outweighted the alternative of Mrs." X "absence from the classroom due to child care issues. This was supported by the Superintendent, Jeffrey Hubbard and District Employees!! The question is why did they all state previously this was against school policy and months later allow the Free Child care service run by the front office Manager leaving her taxpaying position, when she also would have the child in the front office watching a television monitor observed by this Parent.  What about the liability if the child was injured? It could have fallen back on the taxpayers. In these hard economic times why not offer it to other teachers and Parents?? The up to date information has still been ignored and NO ACCOUNTABILITY FROM ANY OF THE EMPLOYEES HER CREATED SUCH A UNSAFE AND NOT EQUAL EDUCATION FOR THE CHILD. This family does not want anyone else to go thru such a horrible experience and wants to create a New Law to protect others. Remember you could be the next victim of Newport Mesa Unified School District or somewhere else in the country. Kimberly again spoke right after another parent spoke upset how district could pay for the salary to Superintendent for 5 months about personal matters.It was amazing how this parent brought up this is the 2nd time dealing with district, since they brought up in Complaint about attending 2nd grade when in the complaint District employee Susan Astarita attempted to discredit mom and family in a negative light. The parent dealt with these people and put in complaint when child was NOT allowed to go to bathroom, get water after getting food poisoning. Child was punished then to sit in back of room isolated from others as a form of punishment for reporting actions of these dual teachers in classroom to that Principal and same Superintendents Office with velieve it or not SAME District employees.

Newport Mesa Unified School District (NMUSD), Superintendent Jeffrey Hubbard goes to court in LA on January 6th, 2012.The Communities in Orange County (Costa Mesa- Newport Beach) and LA, Beverly Hillswill be keeping a close eye on the outcome!Jeffrey Hubbard past Employee, Karen Ann Christiansen gets sentenced to Prison on 1-5-12.

It is unlawful for any Government worker to have information and withhold it. Protecting any District employee who has conducted unlawful conduct to a child, family or employee is protect under our law.

NMUSD has conducted a pattern of behavior for years to retaliate to some people who go through the Complaint process.

It is not welcomed nor supported by Jeffrey Hubbard, Superintendent of NMUSD district Board Members, specific District staff, to report Unlawful and Unethical practices.

NMUSD is not above the LAW. It appears the way their complaint process is handled is making certain complaints disappear or stay hidden under false or spelled last names.

Why? The reason is that if any complaints or claims are filed on same people you can't find them on a name search. Also, stated by District this past summer if their is one on a teacher, Principal it would not be available. They said it might not be available for years, because of their investigation process."

It sounds like the same perpetrator's can continue their Unlawful practices on still be hidden in their Corruption.

Wait to see what happens on the complaint that derived from the Free Day care offered for months by the front office worker at Newport Heights Elementary School for 1 teacher only allowing the Baby to go all over campus sometimes crying and stay in the Teachers 5th grade class while teaching month after month. Many people knew a about the horrific retaliation to family and especially their child after it was 1st reported back on 2-4-11 on phone to their Principal. It was again reported back to Principal again in email on 2-14-11. The Teacher was above school policies and following the Law to treat a child with dignity, respect anno false name calling or holding a chid after school against their Will humiliating chid in front of others for false blame.

This Teacher was told by the past Principal who irronically got rewarded for not protecting child or family. The Principal told the Teacher who complained and Teacher was mad and cried in front of entire class and often manipulated the chidren at convenient times when there were meetings for accountabiity.

The chidren were so controlled that family's chid was accused for making Teacher cry throughout campus before school ended last few weeks in June 2011.

District employee warned parents that email sent to Susan Astarita on 3-30-11 would only be protected by Principal staight up the chain of command. Bonnie Swann followed up by Susan's authority. Bonnie Swann was supposedly good friends with the Principals Mom who previously worked at District. Suddenly in June 2011 the Rewarded with promotion to work over at District. He took over Bonnie's job when she suddenly retired early. NMUSD is not above the LAW. It appears the way their complaint process is handled is making certain complaints disappear or stay hidden under false or spelled last names.

Why? The reason is that if any complaints or claims are filed on same people you can't find them on a name search. Also, stated by District this past summer if their is one on a teacher, Principal it would not be available. They said it might not be available for years, because of their investigation process."

It sounds like the same perpetrator's can continue their Unlawful practices on still be hidden in their Corruption.

Thank you Guest who wrote the kind and encouraging words about taking these individuls down a path for the District Attorneys office to do a full investigation.

The day of accountability is here there is 1 parent in Orange County speaking for all the people that don't have a voice or too scared.

The District Employees from the top down will be getting exposed. Some of these people NEVER need to be around children in a school. The deliberate harm they cause is shattering to children, Families, good Teachers and staff.

There is a complete connection to how this NMUSD operates. All documented VERY complete and accurate.

Watch for my next post on what a family SURVIVED on a complaint/claim filed on 8-4-11. Denied on 9-12-11. It involves so many top Authoritive positions that will be held accountable for endangering a child on the retaliation for reporting Unlawful and pattern of behavior that will shock the country.

You are so right. NMUSD is absolutely corrupt and filled with incompetent administrators, especially in the elementary schools in the Costa Mesa area.  They are left to do what they please without any consequences.  It would be wonderful for someone to take a look at why some of these administrators have a job.  Who are they related to or who do they know on the board.  I wish someone would expose these horrible people that have no right to holding a position in a public school district.

Why is the NMUSD covering up unlawful actions from their Top District Employees byJeffrey Hubbard and Susan Astarita and other Staff, after a complaint was filed on 8-4-11? Our laws are set up to uphold the law Justice and NOT stay SILENT to protect Our children and Community.

Parents should pull their children out of this District! They think that they are above the law.  Last night a lady spoke about the sports programs at CdM HS/MS and it appears she spoke back in January. The Board had their attorney's investigate the parents concerns and guess what the Districts Attorney found NO Wrong Doing!! hahahaha laughable!!!  When the parent asked who authorized Mr. Reed to have their attorney investigate this, in a meek voice Dana Black said, We did.  Parent said at the taxpayers expense? And Mr. Reed roared "Everything we do is at the taxpayers expense." WOW  Thank goodness for Katrina Foley who actually spoke up and said that they need to investigate further.  You would have thought Mr. Reed's head was going to explode it was so RED! These people are covering up something bigger and it has to with $$$$.

When there is corruption and shady dealings from the top I would think more parents in that school district would question it's administrative officials.

I as a parent would not feel comfortable having my child attend a school district where top administrative officials are being questioned for corruption, misappropriation of funds, bullying parents and children, and not providing equality on various levels throughout the district.

Bravo to the ConcernednmusdParent about sports for our children and fair and ethical conduct. The system continues to fail the Community with using Our Tax dollars. It is unfortunate as I watched from the audience this Parent state concerns for the children and most all the Panel ignored the concerns that were addressed. Great that the Parent stood her ground as People running the School District seemed not interested in the Sports activities or any Public Input at all.
