Scott Christopher Montoya: 'Stallion' Deputy Fired Because He Couldn't Restrain On-Duty Sexual Urges

Scott Christopher Montoya--a former Orange County Sheriff's Department (OCSD) deputy who is fighting to regain his job--routinely told women he met while on duty they were "doable" and "fuckable," described himself to women as a "Stallion," enjoyed questionable personal contact with a street prostitute, fabricated duty logs about his whereabouts, and bragged to a female teenager that "If you mess around with me, I'm going to fuck you so hard with a big dick enough to make an elephant scream."

Those sensational accusations--and many more contained in internal OCSD documents obtained exclusively by OC Weekly--help to explain why officials in Sheriff Sandra Hutchens' administration had been so insistent on firing Montoya in October 2010.

According to an internal OCSD investigation, Montoya converted patrol duties into "a means to meet various women" and used his gang-intervention responsibilities at schools "to solicit, while on duty, as many women as possible."

Three separate investigations by seasoned deputies, including ones from the department's gifted homicide unit, found numerous women who offered the following descriptions of Montoya: "flirty," "strange," "overtly sexual and inappropriate," "egotistical," and "a predator."

One elementary-school employee observed, "Everything [Montoya] said had some type of sexual innuendo . . . always asking about whether the teachers and the mothers of students were single, [and he] frequently made comments such as, 'She's got a nice ass!'"

The principal of a Catholic elementary school in Orange County claimed Montoya had been observed "suspiciously parked near the school's gymnasium before the start of school staring at both parents and children." That principal didn't want him to return to the school because he was "creepy." It didn't help that he allegedly compared the size of his genitals to those of a Stallion. 

With the help of the Association of Orange County Deputy Sheriffs, the deputies' union, Montoya is suing Sheriff Hutchens. Montoya claims his firing violated California's Police Officer's Bill of Rights, which gives officers extraordinary powers to hamper investigations of their conduct and keeps the public in the dark about findings. While he has not specifically addressed each of the department's allegations, he is hoping a superior-court judge will eventually rule his termination was unfair and that he's entitled to return to duty. 

Court records show the case is ongoing. 

Meanwhile, OCSD files identify numerous females Montoya met while on duty and dated without the knowledge of the other women. 

Department officials became so "concerned" that they began surveillance on the deputy and in February 2009 observed him cruising a Stanton liquor-store parking lot, approaching a female and "immediately [asking] for her phone number." The woman later admitted she felt "pressured" to befriend Montoya because he wore a police uniform.

In a separate incident a month later, Montoya approached the same woman in his patrol car and, according to captured audio, asked, "Where's my kiss?"

The OCSD investigation files allege that while on duty the deputy visited that woman's office at least four times, though he had no official business at the location and failed to accurately log his whereabouts each time.

In another detailed 2009 incident, an on-duty Montoya inexplicably spent 66 minutes inside a mobile home in the company of a 20-year-old woman and a 16-year-old girl.

That same year, at Walter Elementary, investigators found evidence the deputy asked a school employee, "When are we going to fuck?" and then spent the rest of the conversation discussing "when and where" to have sex.

One day in 2008, Montoya's whereabouts were unknown for nearly three hours, a period he spent with a 13-year-old, female habitual runaway.

A street prostitute named "Ivy" told investigators she had lied to cover up Montoya's indiscretions in the past, admitting the deputy told her she has a "nice ass!" and gave her his cell-phone number in hopes of having "free sex."

At the conclusion of their investigations, OCSD officials told Montoya, "You are incapable of conducting yourself in a manner consistent with the oath of your sworn profession" and, "Your actions . . . are inexcusable." 

In a termination letter, officials wrote, "Your course of conduct during this investigation renders the department unable to trust your ability to exercise sexual restraint when dealing with both adult and juvenile females." They also opined that Montoya--a Navy Cross recipient for his heroic acts while serving as a U.S. Marine in Baghdad combat--isn't fit to wear any law-enforcement uniform.

As OCSD investigators closed in on Montoya, he claimed he was temporarily disabled and took an extended leave from duty because of "stress and depression," according to department records.

In the wake of dozens of scandals under Sheriff Mike Carona, now a federal-prison resident after his corruption conviction,  his replacement, Hutchens, has insisted she will not tolerate dirty deputies.

Ironically, Carona--a self-styled "Christian conservative," even though he was a notorious womanizer--championed Montoya as one of his best deputies.

The fact of the matter is, Scotty's made some great achievements in his life. He's been a dedicated cop for over 20 years, an awesome Marine for around the same amount of time, an awesome martial arts instructor, and has done nothing but command respect from his peers as well as students and junior Marines. It's a funny thing, envy. People who are willing to make Facebook pages made solely for the purpose of tearing him down, that's just embarrassing. You take a couple articles from "OC Weekly" and act like you know Scotty enough to judge and condemn him. Who the hell are all of you anyway? Please. OC Weekly? If this is where you get your news from, I feel incredibly sorry for you. If you know Scotty, post your names. Let's see who you are. You want to bad mouth someone behind a computer screen? In my opinion, if you have a score to settle with the man, you don't go around hootin' and hollerin' like a bunch of childish idiots. You go and settle it with him face to face. But hardly any of you truly know him. If anything, look at your own damn selves and you'll probably find a lot more that you might find "disgusting."

There is no question that Montoya did some good things on that day in Iraq, but he didn't rescue any Marines as the citation states, he rescued civilians.    The Marines were a fabrication to get the award upgraded to the Navy Cross and Mr. Montoya continued to lie about what happened and didn't come clean.    Just ask him to tell you the name of any of the Marines he rescued that day.

Wow I am shocked to read this... I have known Deputy Scott C Montoya since 2004 when I met him in Japan... The Scott I know personally and have had regular contact with him since then and I have also visited him in LA.. He was a gentleman to me and I've never seen him as a predator or a threat to anyone... He changed my life path and this entire story makes absolutely no sense to me what so ever... I really hope you have all of your facts straight as these kind of accusations will damage a person's life and career.. something your going to have to live with if it has just been fabricated to make an innocent mans life into a nightmare..

Kudo's to the Orange County Sheriff's Department for dealing with this problem. Sexual predation by police officers is an endemic problem and must be dealt with firmly whenever encountered. While not illegal it is not professional behavior and is a giant red flag. Luckily this problem was dealt with. The vast majority of Deputies know what is appropriate and I'm sure are embarrassed by one individuals behavior

Moxley, you fail one of the basics of legitimate journalism...telling the WHOLE truth.  Shame on you!  I encourage the readers to look at the facts, the same facts that the DA's office did twice and you will come to the same conclusion...There have been no laws broken.  There was no wrongdoing.  Scott Montoya is the victim of a smear campaign to cover Orange County's mistakes in handling this case.  Know why we try cases in the courts?  Because jack wagons like you don't care about the truth or justice.  By the way, the court after hearing the facts ruled in Montoya's favor.  Left that little piece of info out didn't we?  Like I said, "Shame on you!"

I am a legite 8541 (Scout Sniper) and I was in Scott"s Platoon. I've known him for over 15 years and it is true that he is not a legitimate 8541, just ask any of the instructors at the 1st Mar Div Scout Sniper School ( past or present). The platoon treated Scott like shit since he disgraced himself  and the platoon by cheating at Scout Sniper School. He was being dropped from the school for integrity violations when he opened an investigation into hazing that caused the entire cadre at Sniper School to get reassigned. He back doored obtaining the M.O.S. of Scout Sniper. In addition to that, the platoon had first hand knowledge of his sexual deviancy way before we went to Iraq. He told stories of sexual conquests that were deviant at best. He manipulated officers into his corner, like Chief Warrant officer Tomka, to allow him to remain in the platoon against our many protests.  As a result, Scott was treated like an outcast and no Team leader in the platoon would allow him in their team. So Scott was stuck in our S.C.C. relugated to admin duties. As far as the events that led to his Navy Cross, well lets  just say that fabrication is putting it lightly. Trust me when I say I have first hand knowledge of this. The Marine Corp. is even now investigating the events of that day. Scott is has been and will always be a manipulative, perverted, lying piece of shit

If you had enemy fire coming towards you, would you think to look ask that person's name when you only have a split second to get the guy out of harm's way? Nope. Bubblez, I know exactly what you mean, Devil Dog. I was in Japan that year as well, and even got to assist him on his duties. He's a great leader, and a great friend. I think a huge detail is that the courts are in his favor. This article is definitely biased towards Sgt. Montoya, and should not be condemned, especially when he is a genuine war hero, witnessed by many of us.

Perfect example of the strawman.  Three Wits writes "There have been no laws broken,"  even though Moxley never said there was and readers never assumed there were.  From there, Three Wits extends that reasoning to "There was no wrongdoing."  Ahh.... broken laws and wrongdoing are not the same thing, but TW is trying to connect them.  And from there since there was no wrongdoing, TW concludes Montoya is the victim of a smear campaign.

What does it have to do with it? Do you know Scotty Montoya personally? If you did, then you would know that he was one of the few legit snipers in the unit. It's sad how a few people are basing their opinions about Scotty based off of shitty journalism, and cry babies complaining because they WISH they were the ones to do what Scotty did in Iraq. As aforementioned in other posts, the courts decided in his favor IF there was even a case. Also, we love to hate what we've fallen short of. Envy. It's pathetic, but it's hard to tell when you're the one being envious.
