UPDATE, JUNE 24, 10:11 A.M.: I still haven't heard back from the Anaheim City Attorney's office over its prosecution of retired pervy police chief Paul Lawrence Wadley. Perhaps given my history with the case (see the 150 updates that precede this one), they assume I'll blame them for the cops getting off for beating Rodney King.

But the city has aired its defense elsewhere of the plea deal its attorneys cut with Huntington Park's former top cop.

"The disposition (of the case) was based on the totality of the circumstances," Anaheim city spokeswoman Ruth Ruiz reportedly says in a prepared statement released Thursday afternoon to the Orange County Register. "Mr. Wadley received no favorable treatment."

I say "reportedly" because I haven't seen it. Ruiz is said to continue:

"We believe these conditions will adequately protect the public and ensure Mr. Wadley gets the treatment he needs."

Ladies and gentlemen of the jury of public opinion, you do not know how difficult it is for me to avoid climbing back up onto my soap box to react to that last sentence. Just picture Dr. Strangelove, only I'm frantically grabbing my leg instead of my "Heil, Hitler" arm.

Anyhoots, the Register took a shot at getting comments from the city attorneys who actually handled the case, but they were stymied, being told Ruiz's statement will be the city's only comment.

So there you have it. Wrap "The Wad" case in a bow and consider it officially over. No muss, no fuss. 

The treatment he needs . . . Gack! . . . Mein Führer! . . . I can walk!!!

UPDATE, JUNE 23, 4:10 P.M.: My corrections on the Orange County District Attorney's office (OCDA) role in the . . . ahem . . . prosecution of retired pervy police chief Paul Lawrence Wadley are apparently in need of correcting or clarifying or dissecting of the OCDA from the whole sordid mess. As OCDA Chief of Staff Susan Kang Schroeder so helpfully notes in an email, I implied "some sinister plot by our Office" when I wondered aloud . . . well, the virtual version of aloud . . . why the Anaheim city attorney took the case against "The Wad" and not those take-no-bullshit prosecutors on Civic Center.

Turns out Anaheim takes all such cases.

"The City of Anaheim handles all misdemeanor prosecutions coming out of their city per their city charter," Schroeder wrote. "The same is true for Los Angeles and San Diego."

As OCDA spokeswoman Farrah Emami further clarified over the phone, Anaheim is the only city in Orange County where its city attorney handles all misdemeanor prosecutions. Other cities will, say, prosecute misdemeanor code violations and leave other misdemeanors--especially criminal ones like the ones against Wadley--to the OCDA.

So that explains why, for instance, the OCDA--and not the city of Irvine--is prosecuting the misdemeanor charges of conspiracy and disruption of a meeting against the so-called "Irvine 11." If the incident that sparked the charges had happened in Anaheim, and the city attorney decided to prosecute, that office would have presumably taken the case and not the OCDA. 

Schroeder knows the routine between her office and that of the Anaheim city attorney well: "I was a deputy city attorney in Anaheim for four years before I joined the DA's Office," she writes.

UPDATE, JUNE 23, 10:23 A.M.: Complete with Orange County District Attorney's office (OCDA) Chief of Staff Susan Kang Schroeder calling it "outrageous" that an OC Weekly reporter (gulp . . . me) would not contact her office before publishing my post on the negotiated plea deal for retired police chief Paul Lawrence Wadley, the promised press release correcting my wayward ways has been sent out.

"Law enforcement should be held accountable for their mistakes," Schroeder continues, "and so should reporters who wrongly report the facts to the public."

OC WEEKLY FALSELY ACCUSES OCDA OF "WRIST SLAP" PLEA BARGAIN OF RETIRED POLICE CHIEF WHO EXPOSED PENIS AND LEFT NUDE PICTURES IN PARK
*This case was prosecuted by another agency and the OC Weekly failed to verify the facts or call for clarification

SANTA ANA - On June 22, 2011, at 3:27 p.m., the
OC Weekly published an online story by reporter Matt Coker entitled "[UPDATED with Limp Wrist Slap:] Paul Lawrence Wadley, Retired Police Chief, Left Nude Photos and Exposed His Junk on Park Trails." This story falsely states that the Orange County District Attorney's Office (OCDA) negotiated a plea agreement with a retired police chief, Paul Lawrence Wadley, who was prosecuted by the Anaheim City Attorney's Office.

The lead of the story reads, "For all of District Attorney Tony Rackauckas' blather about having to protect children from perverts in Orange County parks, he and his local law enforcement pals know how to keep their resulting laws from extending to their own."

Wadley was prosecuted by the Anaheim City Attorney's Office and pleaded guilty yesterday, June 22, 2011, to misdemeanors for prowling and vehicle tampering, for which he was sentenced to three years of formal probation, 150 hours of community service, and fines. The OCDA was in no way involved in the prosecution of this case.

The
OC Weekly erroneously claims that the OCDA gave the defendant a "wrist slap" because he was a Caucasian former member of law enforcement and that the defendant would have received a greater sentence if he had been "young, black and/or undocumented."

The reporter for this story never contacted the OCDA for a comment or clarification and never provided the opportunity to respond.

"It's outrageous for the
OC Weekly to print this story without ever giving us the chance to comment or clarify. If they had called our Office, they would have known in seconds that this was an Anaheim City Attorney case, not a District Attorney case," stated OCDA Chief of Staff Susan Kang Schroeder. "Law enforcement should be held accountable for their mistakes, and so should reporters who wrongly report the facts to the public."

UPDATE, JUNE 22, 10:08 A.M.: Emails have been flying this morning between the Orange County District Attorney's office (OCDA) and yours truly.

At a time when the OCDA is strong arming cities to impose bans on registered sex offenders in public parks, I noted the hypocrisy of retired Huntington Park Police Chief  Paul Lawrence Wadley--the 56-year-old Anaheim resident who demonstrated a penchant got getting pervy in parks by leaving nude photos of male and female body parts on one Anaheim Hills trail, exposing his junk and butt to a woman on another and placing penis pictures in car windshields in a park's lot--not having to register as a sex offender or spend any time in jail as part of his "punishment."

The OCDA's response is essentially this: Don't blame us, and if I'd done my homework, I would have known that.

"Nice of you to blame the DA's office, but this was an Anaheim City Attorney case," reads the first email, from OCDA spokeswoman Farrah Emami. "Looking forward to your immediate (and very apologetic) correction."

She then provides a link to my post and this parting shot, "Poor form by you not doing your homework."

Emami cc'd her email to her boss, Chief of Staff Susan Kang Schroeder, who came back at me with this:

"What the . . . Not okay for you to print this, but not even allow us to comment. If you had called us or emailed us and given us a chance to weigh in, you would have known this was not our case. Please tell me how you are going to fix this."

Hopefully, I just did. But in case I didn't, Schroeder followed up with an email titled "Fair warning" that informed she's
sending out a press release to correct my previous post. So, we've got that to look forward to in the next update.

Meanwhile, the Anaheim City Attorney's office has been contacted in an attempt to get to the bottom of why this case was not handled by the OCDA and how they justify Wadley's wrist slap . . . er . . . surely reasonably punishment. Whew, glad I caught myself.

If Wadley was young, black and/or undocumented, he would be cooling his heels in a state prison cell or deportation launching facility by now. He'd be one of the incarcerated we write about T-Rack fighting to keep from getting paroled. Hell, get caught peeing in public as a teen and you can get tagged a sex offender these days.

But a member of the Good Ol' Johnny Law Boys Club?

HAAAAAAALE NO!

And so, for all those disgusting things Wadley did described above, he only had to cop at the North Justice Center in Fullerton to two misdemeanor counts of prowling and one count of vehicle tampering, which drew him this wrist slap: three years of formal probation, 150 hours of community service and $176 in fines.

Considering state pension-loaded Wadley was cruising in international waters at the time his fingerprints linked him to the lewd park trail shows, don't fret about the retiree being able to come up with the scratch for the fine.

They did take away Wadley's firearms--until the deal was reached, at which time they were returned.

UPDATE, DEC. 20, 2010, 5:40 P.M.: Retired Huntington Park Police Chief  Paul Lawrence Wadley pleaded not guilty today to misdemeanor indecent exposure charges.

The 56-year-old Anaheim resident had previously turned himself in to authorities after returning from an overseas trip.

While Wadley was away, Anaheim Police identified him as the suspect wanted for allegedly leaving nude photos of male and female body parts on one Anaheim Hills trail, exposing his junk and butt to a woman on another and placing male penis pictures in car windshields in a park's lot.

ORIGINAL POST, DEC. 16, 2010, 8:07 A.M.: Police believe one of their own left nude photos of male and female body parts on one Anaheim Hills trail, exposed his junk and butt to a woman on another and placed male penis pictures in car windshields in a park's lot.

An arrest warrant has been issued for retired Huntington Park Police Chief  Paul Lawrence Wadley, who is thought to be out of the country.

It all began as a mystery: a woman kept finding photos of male and female genitalia on a trail near Oak Canyon Road in east Anaheim. She destroyed the photos and threw them away until Nov. 4, when the sight of one more picture of a man's junk prompted her to call the cops.

Then, on Nov. 25, a different woman on a hiking trail near Toyon Park was passed by a man who lowered his pants to his knees to expose his bare essentials. Four days later, around 6:15 a.m., a group of nine women who exercised in the same park returned to their vehicles in the parking lot to find photos of a man's junk on the windshields of their cars.

The women from both those cases contacted Anaheim Police, but none could recall seeing anyone suspicious at the time of their creepy discoveries. Officers patrolled the park and found similar photos.

The prints are what cracked the case. The forensics team was able to link them to 56-year-old Wadley, who resides in Anaheim.

Police fear there may be other victims; call Detective Matt Adrian at 714.765.1960 if you believe you may be one or know someone else who is.

Huntington Park cops might want to check the archives to see if there are any unsolved cases involving flashers and lewd photos from Wadley's 30 years with the department. 

He joined the police agency in 1980 after five years as a recreation supervisor for the city of about 60,000 located 6.5 miles southeast of downtown Los Angeles. He rose through the ranks, serving in every department except the bike patrol and canine unit, before being named assistant chief in 2007. He was promoted to chief two years ago.

When he announced in February he would retire when his contract ended on June 30, Huntington Park City Manager Greg Korduner, who had previously worked as an administrator in several cities, told the Los Angeles Wave community newspaper that Wadley was the best police chief he had ever worked with.

Innocent before proven guilty is what the justice is based on, not if you listen to all the trash from the media.  Media have you guilty before you can prove yourself innocents.  This is one the cases.  If you are shocked that he got a slap on the wraist, then you dont know excactly what happened? I should know, I read the report.  So before you accused someone of a crime without knowing the facts, keep your comments to yourself.   If it can happen to us, and can happen to you being wrongfully accused of a crime.

Just fyi to all the morons out there who believe we have a fair judicial system and prejudge by the media's negative slant on this individual...I know from personal research that this individual was railroaded by a snobby neighborhood who didn't feel he met their "class of people" they desire to live there....there was no evidence to support the accusations and the judge clearly remarked he would take hardest stand regardless of verdict because he is an elected official and didnt want to look bad to the media....this is BS.  One man's life and reputation is ruined by a rich neighbor with connections to the media and city prosecutor...I pray to God none of your families have to go through what his family has!  You all assume the media reports truth....ask the celebrities who have thier face in the news daily with rumors!!!

Matt,I hope you will stay on this story because it really stinks. I would like to know why he was not charged with lewd conduct which would have placed him in the OCDA's jurisdiction in the first place. Also, the city attorneys office and the city council owe the citizens a little more than "no comment" as to why he was offered such a wimpy deal. Finally, was his proximity to a school ever taken into consideration by anyone in the legal system?

You really seem to have ruffled the feathers of the OCDA on this one!  So offeneded were they for not contacting their office for this story.  However, I wonder how many times you have contacted them for other stories in the past where you were met with a muted response.  Questions arise as to whether or not courtesies were extended to the accused out of chronyism that prompted the OCDA to punt to the City of Anneheim?   The remarks from the office of the OCDA in this matter come accross as disingenous and self serving.  Instead of admonishing the newspaper for their reporting the OCDA could have publicly rebuked the City for an anemic prosecution.

Apparently, people that had made comments about this case doesn't understand the justice system, where an innocent person was wrongly accused of a crime that he didn't commit where he is guilty before proven innocent. The only information that you get from this case is from the media, to me the media is one sided where you don't get the behind the scene of what really happened.

The City of Anaheim ALWAYS prosecutes these type of cases.  The DA's office is not involved at all from the beginning.  The chief got very lucky or HE did is research because The City of Anaheim would have always made the initial filing.  I still think it is a shame that the chief does not get help that Mr. Weiner is now seeking.  I am disgusted myself and am so glad that I don't frequent that park, ick.

Wait...this is a former OC police chief...Regardless of the reasoning why the OCDA did not prosecute the case, shouldnt they as a county-wide legal department have some over-sight into deals or lack of prosecutions such as these? Im just wondering here. I think its really tacky for the OCDA to just deflect criticism. The name of their legal entity implies that they have oversight over all OC prosecution cases. All that press release says to me is, we didnt want to handle it so we just let the individual city take care of it instead of stepping in on a crime committed by a former public servant in charge of preventing sexual predators like himself. Yes, that last sentence was a complete run-on. While I admit, I am unsure of the legal procedure that dictated that the OCDA would do nothing, I dont think they are clean of any blame for not ensuring that this guy was sentenced appropriately.

Want to compare notes on personal research??? Here is what I have:

*  Photos of wad taken from his balcony and in his boat.  Have you seen those?  You can see the school in the background of one of them...How sick is that?  Did someone frame him and climb up there and snap a photo?  Go ahead...bring on a civil action so those can come out!!!!

*  His fingerprints on the photo's:  Wait...so the excuse is that he was jogging on the trails and picked up one of the photos and put it back....right???  Sounds like the responsible thing for an ex cop to do.  

*  Likeness ID by woman he flashed.  What is the likelihood that he just so happened to be on one of his trail runs when this occurred????

*  Probably the most compelling:  as soon as this sicko was identified, the perverted activity stopped in the neighborhood.  

I would love to see the WAD take civil action against any media outlet or law enforcement agency so the true facts in this case can surface!  Be careful for what you wish for about the facts coming out in this case. 

The community has not been properly informed and needs the right journalist to bring this story to light.  

Trust me, "the snobby" community feels nothing but compassion and empathy for his family and friends, but are sickened by his denial and willingness to let them look absolutely foolish defending his creepy actions.  Dude needs some serious help and is not getting it....SAD!

WHY does the City get to prosecute THESE type of cases? For a DA Office which has been spending an awful lot of time and appearances condemning and appearing to be addressing exactly these type of crimes, how are they not getting involved? Is the City of Anaheim not in Orange County? Is the OCDA only prosecuting crimes in unincorporated areas? It would appear not.

Is it just me or is this new development sounding much worse? Now it appears to be an office-level decision as opposed to a renegade Deputy DA and a lazy judge.

You are absolutely right.

The OCDA's office deflected this case by allowing the Anaheim C.A. to file two counts of "public nudity" (a city muncipal code violation). Funny those are two of the charges that were dismissed (and shouldn't have been filed in the first place). I've witnessed the "worst of the worst" from the OCDA's office. This case should have been prosecuted by their "Special Prosecutions" unit and they should have gone after him with the same vigor they've shown when going after others (and some of those cases were nowhere near as egregious as this one).

kyleluvsac, you dont know the facts about this case?  you get your information from the media.  I have read the report, it was like, omg.  One victim says, "I didnt see a penis or a buttocks but I know he was naked."? then she stated that "if she saw him naked she would of been offended".  She ID Wadley from back side of the physic, not by the face.  This was suppose to happen  on Running Springs at 5:25 am in the morning, but our security camera shows that  Wadley leaves the house for  his daily run at 5:45am- 6:00 am  When its comes the victim on the trial, she didnt report the incident until she saw Wadley running on Sorreno heading toward Weir Canyon four days later after she talks to the cops in the park.   He only runs on the sidewalks of the streets because the trial isnt fit to run on.  But unfortunately who would the jury believe, the victim or the defense? since there was no witnesses of this incident.  When it comes to the pictures,  the detectives said that this case was being investigated for nine months, that the photos of a man and a womam was found by the tunnel, what tunnel, we didnt know anything about this tunnel because we are new here in the community but not once have we seen the pictures.   When it comes to living here in Anaheim Hills, we where harassed day one by the neighbors since we had moved here.  By getting HOA letters, about our cars, cords, screen and a nasty note saying that our 64 chrysler is a piece of junk and that it makes the community look like a getto, (ghetto) which was spelled incorrect.  I can go on about this, but you have already form your opinion about Wadley before you know the facts.  He was wrongly accused of a crime that he  didnt commit.  He is innocent and I know because I am his wife.

You need to back off! Just because you see it on the news doesn't mean it's all true. For one thing no one saw him place the photos on any cars. It's messed up no one got his side of the story or followed proper steps about the case. Doesnt anyone see how this really hurts knowing how everyone is one sided who believes what one person tells. I feel horrible for what you are going through.  All I can say is that you need to see those pictures!  In my humble opinion, you are primary victim in this mess.  The pictures were used as evidence againts your husband.  His lawyer has access to them by law.  I can understand the cognitive dissonance when something happens to the one you love.  I often do the same for my family.  Understand that the women that had the pictures on their cars know exactly where the photos were taken.  And 5:45 would have been the perfect time to leave them on the car.  I bet that that is exactly when he went out for a run that morning.  When did he return?  just after 6am just in time to see the reaction.  I wish you the best of luck in the future and hope that someone stands up and takes acccountablility for this.so you can move on as you deserve.

I have been on that trail hundreds of times, usually with a child in a jogging stroller.  It is impeccable...no graffiti whatsoever.  Just hills and trees.  The park where he was leaving pictures of his junk on woman's cars is always filled with kids.  Many of the women in the exercise class brings their kids.  What is even more amazing...He took pictures of himself from the balcony of his house.  The most significant feature that pinpoints him to the picture is that you can see a freaking elementary school from the photo that is about a hundred feet away.  Oh lets not forget the fingerprint and other pieces of evidence.  Anaheim really screwed up on this one.  The evidence was almost as overwhelming as Anaheim's effort to let a cop skate.

It's saying people from outside the city comes over to these areas anything can happen. Didn't u read all of it? People can go through the trash say if something personal was thrown out someone could of dug them up place them out. And no I'm not brain washed. And since no one got wadleys side of the story when it happened how does anyone know. They needed to get booths sides before then go on with the case. Plus if u live in the same area as Wadley why did u go talk to the family to get a better view? There is people from other cities who comes to Anaheim hills and does stuff. A car was broken into and stuff was stolen. The items were found in riverside in a high gang activity area. So you can not say others does not come into the nice areas to cause trouble. Also there are trash diggers so who knows if someone didn't find something in a trash and placed it out. No one is thinking outside the box. There are so many ways no one is caring to see or hear. If u really want to know the media is not the way to go. They've put out so much on people it's sad. Like a lot of movie stars. Some doesn't want to deal with it but gets pulled into and the media makes up stories or adds stuff thats not there. At this moment there are innocent people in jail due to lack of real facts lack of proper investigations. The media puts what they want out and the people's believes it because oh it's on tv. How do u know that the detective did a good job or not. He/she only puts out what they want the public to see. And if there Is a mistake or a flaw you think they will tell people no because they will look bad and they don't want that. No I'm not saying that. But I myself have found stuff before Wadley started running the trails. I found a porn DVD there is a lot junk in there beer bottles cigs spray cans. If anyone really saw how the park is you can clearly see there is others who does hang out at that park. The pictures they found on the cars where of other people which had no finger prints at all so that can not be linked up. But whatever everyone thinks one sided and it's over with. Nothing else can be done about it.

Here are the facts: Over several months, he became more and more brazen with his moves. First he left the pictures on the trail multiple times, then he exposed himself, and then he left photos on cars. Also find it weird that it all stopped when he went to Europe? Bottom line: His fingerprints were on nude photos. It’s called evidence. People were able to identify him. That’s also called evidence. His photos were left on vehicles in the early morning. Why is this OK? And how would you feel if those photos were left on your car? What would he have done to any one of those women whose vehicles he tampered had one of them gone back to their car alone to get something? Think about it. I know that you are probably his daughter or wife and you want to believe he’s innocent. But if he’s so innocent, why did he plead guilty to 3 of the charges, including prowling and vehicle tampering. The vehicle tampering was leaving a nude photo. Looks guilty to me.   Here’s the reality: He’s guilty. He got off easy. He lives four houses away from an elementary school and just minutes from a park. What makes that OK?? Think about it.
