[CORRECTED] Juaneño Indians Again Denied Federal Recognition

*CORRECTION: The number of Juaneño Band members and percentage of whom the federal government recognized as demonstrating descent from the historical Indian tribe at San Juan Capistrano Mission has been clarified since the original version of this post was published.

Members of the Juaneño Band of Mission Indians, Acjachemen Nation, have had their hearts broken by the federal government again.

Assistant Secretary of Indian Affairs Larry Echo Hawk issued a final determination to not acknowledge the modern-day tribe that claims to have maintained ties and bloodlines to the original Indian population around Mission San Juan Capistrano.

The Juaneños have sought federal recognition for more than 30 years. The designation would give the tribe greater sway when it comes to local land-use decisions and the possibility of introducing Indian gaming to Orange County.

But the Department of Interior's Bureau of Indian Affairs (BIA) found *a band of 455 members based in Santa Ana and another with 1,940 members based in San Juan Capistrano each failed to meet four of seven mandatory criteria to gain recognition.

The failures centered on whether it could be proved a continued Indian community existed from historical times to present; whether political influence was exerted over tribal members since historical times; and whether proof existed all petitioner members descended from a historical Indian tribe.

The evidence shows that *53 percent of the Santa Ana group's 455 members and 61 percent of the San Juan Capistrano group's 1,940 members demonstrated descent from the historical Indian tribe at San Juan Capistrano Mission.

View the full decision at IndianAffairs.gov. It will be  considered final after 90 days unless an appeal is filed with the BIA. Juaneño Chief Anthony Rivera of the San Juan Capistrano-based band vows to the Capistrano Dispatch's Jonathan Volzke he will do just that.

Ive always wondered why I have papers but they don't recognize us?! I'm only 1/4 on my papers but I was hoping to get help with college but I guess that will not happen for me!

My Father Fred Estrada, was secretary of yhe tribe. I received Treaty funds on my 18th birthday. How do they not recognize us. This is absurd. What can I do??

try being juaneno when our so called harvard chairmen anthony rivera spit the people apart without realizing he was breaking our continuity of a tight net community then bringing other people in that never attended meetings never sighned attendence sheets all of a sudden these people showed up dont get me wrong im not saying they were not juanenos but when the goverment asks ware did the majority of your tribe go and you dont respond they just dont dissapear into thin air what he could not say was they knew what i did was wrong so they regrouped as disenrolled members seeked out members from our tribe and started uniting all members regardless of who they were faithfull to and well out of anthony riveras reach it is so nice to attend meetings again sharing stories , eating together,being able to speak freely at these meetings positve or not with respect a family of tribel members again UNITE UNITE UNITE!!!!!!!!!!!!!!!

I would like to my father has since passed but my grandfather is still alive but i haven't seen him since I was 2 and I'm now 30. I am not a tribe member nor do I even live in your city. I do have a friend that is apart of your tribe and know somewhat about your fight to be recognized and about your tribe as well. My advice to the Juanenos is to educate yourselves wth your tribes beginning all the way up until today. Knowledge is power, and in my opinion it takes alot more then just a "name" to be a part of a people let alone be there for the people. When i first heard about how the tribe was still fighting to be recognized, a few things went threw my head as to why. Now I'm sure it's very dificult at times to be in politics and to be a leader, i don't doubt that. But as a leader I hope that you are tuley staying true to yourself and what you believe in as a juaneno leader. You are like those before you a Juaneno leader. Its very important that the traditions, and the old stories, as we ll as the ceremonal gatherings be taugh to your children. I was very impressed to see that your tribe takes that very serious and makes those things a part of their everyday life today in the more modern world. Knowledge though is the key. If you are not ok with omthing heard in a meeting, speak up!! Ask the questions and ask ntil the answer they give you is believable. I mean no dis-respect to the current chairman, but you have been in this position now for how long????? And still to this day their has been no progress???????  why???  whats going on?? the reason they keep giving you and the rest of the community is just not believable now. The tribe as a whole has to care and like this gentleman said.."UNITE". Verify what they are telling you and never forget that in all reality, who really has ball (so to speak) in their court??? Find out what you can on the history of your tribe. Don't bother talking until you have the' know' you need to back yourselves up. Find out about the people you are dealing wth and the city a well... i believe that orange county is the richest county in california?? As far as yor tribe not being able to trace their ancestery, ...i dont believe that at all. The research i did turned out to be more then i realized so i think that no one wanted to do the dirty work of actually looking and finding the necessary documents and or pictures they need. (lazy)

it is good to hear from a distant trible brother I asked a trible brother to get in touch with you on dates of meetings also we gather every second sat of the month to teach our culture to our people hope you can make it down soon we need all the suport we can get I read an article about an women juaneno artist up in oregon that helps out at some type of camping resort do you know of her sorry it took so long to answer im new at this ill wait for your reply

How does one make sure their family is registered? I have know since I was little that I have Juaneno blood. My Auntie has looked into this in the past, but has not given me any new information in a while. I am proud that I am part Juaneno, and I would like to be able to claim my heritage if for nothing else than the fact that I feel it is important for my children to know where they come from.

 As I now live in Illinois, it would be near impossible for me to make it to any meetings, but I would love to be able to pass the information on to my Auntie and Grandmother. If anyone can help me please contact me at c.hartley40@yahoo.com. Thank you~Christine
